1. Procurement Conditions

This procurement project, Pangang Vanadium's April 2025 Anthracite Injection (Panzhihua Anthracite) (PGPWRSHHD250328200669), is organized by the Fuel Business Department of Pangang Group Materials Trading Co., Ltd. The project is funded through self-raised funds and is now open for a single round of public negotiation as it meets the procurement conditions.

3. Bidder Qualification Requirements

3.1 Joint venture bidding is not allowed for this procurement.

3.2 Bidders must meet the following qualification requirements:

(1) Business License

(2) Production Business License

(3) Distribution Business License

3.3 Bidders must meet the following registered capital requirements:

Production Registered Capital: 5 million yuan and above

Distribution Registered Capital: 5 million yuan and above

3.4 Bidders must meet the following performance requirements:

Bidders must provide performance records of similar projects (contract copies must be provided).

3.5 Bidders must meet the following capability, financial, and other requirements:

Financial Requirements: The registered capital of the bidder for this project must not be less than 5 million yuan, and multiple bidders are allowed to win. The registered capital of production and distribution suppliers must not be less than 30% of the bid section or quantity amount (excluding tax).

Other Requirements: (1) Scanned copy of the business license (or duplicate); (2) Scanned copy of the tax registration certificate (or duplicate) (except for those with three certificates in one); (3) Scanned copy of the organization code certificate (or duplicate) (except for those with three certificates in one). (4) New suppliers must provide a sample evaluation report issued by Pangang's technical quality department, valid for three months from the date of the tender announcement.

3.6 For projects that must be tendered according to law, bids from discredited persons are invalid.

4. Procurement Document Acquisition

4.1 Interested bidders are invited to download the electronic procurement documents from the Ansteel Smart Tender Platform at http://bid.ansteel.cn from 12:00 on March 29, 2025, to 13:45 on March 31, 2025 (Beijing Time, the same hereinafter).
