1. Procurement Conditions

The procurement project for anthracite injection (Sichuan and Chongqing anthracite) for Xichang Steel and Vanadium in April 2025 (PGWZMYHHD250328200664) is organized by Pangang Group Materials Trading Co., Ltd. The project funds are self-raised, and the procurement conditions are now met. A public single-round negotiation is being conducted.

2.1 Project Name: Anthracite Injection (Sichuan and Chongqing Anthracite) for Xichang Steel and Vanadium in April 2025

2.2 Procurement Failure and Alternative Procurement Method: Direct Procurement

2.3 The procurement content, scope, and scale of this project are detailed in the attachment "Material List Attachment.pdf."

3. Bidder Qualification Requirements

3.1 Joint bidding is not allowed for this procurement.

3.2 Bidders must meet the following qualification requirements:

(1) Distribution Business License

(2) Production Business License

(3) Business License

3.3 Bidders must meet the following registered capital requirements:

Production Registered Capital: 500 (10,000 yuan) or above

Distribution Registered Capital: 500 (10,000 yuan) or above

3.4 Bidders must meet the following performance requirements:

Bidders must provide performance records of similar projects (contract copies must be provided).

3.5 Bidders must meet the following capability, financial, and other requirements:

Financial Requirements: The registered capital of the bidder for this project shall not be less than 5 million yuan, and multiple bidders are allowed to win. The registered capital of production and distribution suppliers shall not be less than 30% of the bid section or quantity amount (excluding tax).

Other Requirements: (1) Scanned copy of the business license (or duplicate); (2) Scanned copy of the tax registration certificate (or duplicate) (except for those with three certificates in one); (3) Scanned copy of the organization code certificate (or duplicate) (except for those with three certificates in one). (4) New suppliers must provide a sample evaluation report issued by Pangang's technical quality department, valid for three months, as of the date of the tender announcement.

3.6 For projects that must be tendered according to law, bids from discredited persons are invalid.

4. Procurement Document Acquisition

4.1 Interested bidders are invited to download the electronic procurement documents from the Ansteel Smart Tender Platform http://bid.ansteel.cn from 12:00 on March 29, 2025, to 13:45 on March 31, 2025 (Beijing time, the same hereinafter).
