China Energy Construction and Power Engineering Group Wins Contract for First National Compressed Air Energy Storage Project

On March 11, China Energy Construction and Power Engineering Group Northeast Institute was awarded the EPC+F general contracting for the Baoqing 350 MW/1750 MWh compressed air energy storage national demonstration project.

On March 11, China Energy Construction and Power Engineering Group Northeast Institute was awarded the EPC+F general contracting for the Baoqing 350 MW/1750 MWh compressed air energy storage national demonstration project. As China’s first large-scale compressed air energy storage station with a 350 MW capacity using artificial cavern storage technology, the implementation of this project marks a significant breakthrough in China’s new long-duration energy storage technologies and their large-scale application.

The project employs a hybrid energy storage system combining 350 MW of compressed air energy storage with 6 MW of flywheel energy storage, achieving a combined function of long-duration peak shaving and short-duration frequency regulation. The compressed air energy storage system is configured with a 7-hour storage duration and 5-hour power generation capacity, with energy-to-energy conversion efficiency exceeding 70%. The flywheel energy storage system has a millisecond-level response time and can provide instantaneous frequency support to the grid. Considering the long and harsh winter climate in Baoqing, Heilongjiang, the project maximizes the recovery of low-grade heat generated during the compression process for heating the plant and preheating the compressor intake during extreme cold weather, further improving the system's overall efficiency.

Once completed, the project is expected to support the grid in absorbing over 1 billion kWh of renewable energy annually. Located in the key energy base of Baoqing County, Heilongjiang, the project will reduce wind and solar curtailment by approximately 840 million kWh per year.

To date, it has developed around 6.6GW of solar projects, with approximately 5.5GW installed and 3.8GW grid-connected, while owning and operating more than 500 power plants. SMM believes the case partly reflects growing pressure on European solar developers from negative power prices, grid congestion and longer project cash-conversion cycles, and may affect module delivery and shipment schedules for some projects. According to Inner Mongolia Power Group, on September 9, the cumulative settled electricity volume of new energy in the Inner Mongolia Power Multilateral Trading Market reached 509.58 billion kWh, surpassing 500 billion kWh and leading all provincial-level markets nationwide. During the "14th Five-Year Plan" period, Inner Mongolia Power Group built a robust power grid with a "four horizontal and six vertical" structure, featuring 500 kV as the backbone and 220 kV for distribution. Since the beginning of this year, a number of landmark and supporting major grid projects, including the Houhe Second Line, have been completed successively, adding 2.07 million kW of new energy accommodation capacity for areas such as Bayannur and Ordos. The construction of ultra-high-voltage and supporting projects for the desert-Gobi-wasteland large bases has been accelerated. The Inner Mongolia Power Group-managed section of the Dalad–Mengxi 1000 kV AC transmission and transformation project officially commenced, solidifying the energy foundation for large-scale, high-proportion new energy transmission. To date, the installed new energy capacity of the Inner Mongolia power grid has surpassed 100 million kW, accounting for 57.7% of the region's total installed capacity.
