1. Procurement Conditions
This procurement project for 35 items including carbon steel welding rods (PGPGFWHHD250320198881) is initiated by the Material Planning Department of Engineering Service Branch, Pangang Group Engineering & Technology Co., Ltd. The funds for this procurement project come from self-raised sources, and the project is now ready for procurement through a public single-round negotiation.
2. Project Overview and Procurement Scope
2.1 Project Name: 35 Items Including Carbon Steel Welding Rods

3. Qualification Requirements for Bidders
3.1 This procurement does not allow consortium bids.
3.2 This procurement requires bidders to have the following qualification requirements:
(1) Production business license
(2) Circulation business license
3.3 This procurement requires bidders to meet the following registered capital requirements:
Production type registered capital: 2 million yuan or more
Circulation type registered capital: 1 million yuan or more
3.4 This procurement requires bidders to have the following performance requirements:

3.5 This procurement requires bidders to have the following capability, financial, and other requirements:
Financial requirement: Registered capital should not be less than 30% of the total planned price amount (excluding tax), with production suppliers having a registered capital of ≥2 million yuan and circulation suppliers having a registered capital of ≥1 million yuan. (Note: The bidder's registered capital should not be less than 30% of the total planned price amount (excluding tax). In case of multiple winners, the registered capital should not be less than 30% of the section or bid amount (excluding tax). If the supplier's registered capital is less than 30% of the section or bid amount (excluding tax), the principal must provide the tender company with a review document of the proposed winner's performance and supply capacity before finalizing the bid. The tender company will archive this document as an attachment in the tender system.)

Other requirements: 1. Annual inspection-qualified enterprise qualifications required: (1) Scanned copy of the business license (or duplicate); (2) Scanned copy of the tax registration certificate (or duplicate) (except for those with a unified three-in-one certificate); (3) Scanned copy of the organization code certificate (or duplicate) (except for those with a unified three-in-one certificate). 2. Performance requirement: None.
3.6 For projects that are legally required to undergo tendering, bids from dishonest被执行人投标无效。
4. Obtaining the Procurement Documents
4.1 Those interested in bidding should log in to the Ansteel Smart Tendering Platform http://bid.ansteel.cn between 13:00 on March 21, 2025, and 13:45 on March 24, 2025 (Beijing time, the same hereinafter) to download the electronic procurement documents.
4.2 To download the electronic procurement documents, users should log into the system's main page, browse the project under "Announcement Information", click "I Want to Bid", complete the relevant information, pay the related fees, and then download the documents.
4.3 Payment methods: Personal/corporate online banking, Alipay, WeChat.
4.4 Each set of procurement documents costs 100 yuan, non-refundable.
5. Submission of Response Documents
5.1 The deadline for submitting response documents is 13:45 on March 24, 2025. Bidders should submit their electronic response documents through the designated location on the Ansteel Smart Tendering Platform http://bid.ansteel.cn before the deadline.
5.2 Late submissions will be rejected by the Ansteel Smart Tendering Platform.
5.3 This project does not use bid document preparation software or electronic CA digital certificates (Biaozhengtong APP).
