[Huawei and Zhuzhou Converter Shortlisted for Sinopec Inverter Framework Tender] On March 3, the tender results for PV inverter framework agreement procurement for the Guangxi Hepu Fishery-Solar Complementary PV Power Generation Project, organized by Sinopec Materials and Equipment Department (International Business Company) and New Star Company, were announced. On March 3, the tender results for the PV inverter framework agreement procurement plan of the Guangxi Hepu Fishery-PV Complementary Power Generation Project, organized by the New Star Company under the Sinopec Materials and Equipment Department (International Business Company), were announced. Huawei Digital Power Technologies Co., Ltd. and Zhuzhou Converter Technology National Engineering Research Center Co., Ltd. were shortlisted.

According to the tender announcement, this project plans to procure 500 PV inverters.

The qualification requirements for bidders are as follows:

This tender requires bidders to meet the qualifications, performance, and other requirements specified herein and possess the corresponding supply capability for this tender project.

Qualification Requirements

(1) Bidders must hold a valid business license, tax registration certificate, and organization code certificate, or be registered under the "Three-in-One" registration system.

(2) Bidders must provide certification for the proposed products, which must pass the GB/T 37408-2019, NB/T 32004, and IEC62109 standard tests, issued by one of the authoritative testing and certification bodies such as CGC, CQC, PCCC, TUV, or UL, with the certificates remaining valid.

Performance Requirements

(1) Over the past three years (up to the date of the first publication of this tender announcement), the annual average shipments of string inverters by the bidder must not be less than 2GW. Relevant sales performance proof must be provided (project name, contract cover, signature page, scope of supply page, etc., with all contracts accompanied by corresponding scanned invoices. Scanned copies are only accepted if verified through the invoice verification system. For overseas performance, the quantities and amounts stated in customs declaration forms, tax refund certificates, foreign exchange settlement certificates, or equivalent accounting notification documents issued by relevant departments during customs export declaration shall prevail, and these three documents must corroborate each other). Reputation Requirements

(1) Bidders must not have had any major safety liability incidents in the past two years. A commitment letter signed and stamped by the legal representative or authorized representative must be provided.

(2) Bidders must not be subject to orders for suspension of production or business, temporary or permanent revocation of licenses, or be in liquidation, bankruptcy, or other situations that impair their ability to perform contracts. A commitment letter signed and stamped by the legal representative or authorized representative must be provided.

(3) As of the bid submission deadline, bidders must not be listed as enterprises with serious violations of laws and dishonesty in the National Enterprise Credit Information Publicity System by the State Administration for Market Regulation, as dishonest persons subject to enforcement on the "Credit China" website, or as entities with serious safety production dishonesty records on the Ministry of Emergency Management's government service platform.

(4) Bidders must not be under a risk suspension or breach suspension period imposed by Sinopec.

Other Requirements

(1) Bidders must be PV inverter manufacturers (with the capability for R&D, production, and assembly of complete equipment; OEM is not allowed). Bidders must be the owners of the relevant qualifications, equipment, and performance, or the parent company, subsidiary (branch), or a company within the same group as the owners of the qualifications, equipment, and performance. Bidders must provide relevant proof documents. If bidding as a consortium, bidders must provide a signed consortium bidding agreement, a list of authorized service providers, and corresponding manufacturer authorization documents.

(2) Bidders must provide certification for the connectors used in the proposed products, which must pass the IEC62852 standard test and be issued by one of the authoritative testing and certification bodies such as CGC, CQC, PCCC, TUV, or UL, with the certificates remaining valid.

(3) Bidders must provide certification for the proposed products with an overall protection rating of no less than IP66, corrosion protection rating of C5 design, or other salt spray test reports. Corrosion protection test reports can be replaced with salt spray test reports.

(4) The inverters must have serial communication functionality, comply with the Modbus communication protocol, and transmit signals such as current power generation, daily power generation, cumulative power generation, equipment status, current, voltage, frequency, and fault information to the monitoring system via GPRS/4G, WiFi, RS485, Ethernet, etc. Bidders must fully cooperate with the monitoring system provider to achieve communication integration. The PV monitoring system provided by the bidder must have external data interfaces to enable the integration of the owner's PV sites into Sinopec's internal PV monitoring and operation platform. The owner must be able to remotely view real-time data such as power generation, daily power generation, cumulative power generation, equipment status, current, voltage, frequency, and fault information of each PV site on Sinopec's internal PV monitoring and operation platform via Ethernet or other remote communication methods. A commitment letter (template provided in the appendix) must be submitted.

(5) Bidders must commit to a warranty period of five years or longer for the proposed products and provide a replacement-only service for defective products during the warranty period. A signed and stamped commitment letter must be submitted.

(6) Authorized service providers must have the independent right to enter into contracts and the ability to perform contracts, legally obtain a business license, and ensure the business license is valid. The business license, tax registration certificate, and organization code certificate must be complete for legal entities or other organizations.

(7) Authorized service providers must have a good commercial reputation, a sound financial accounting system, and demonstrate good financial and market behavior. They must not be subject to license revocation, qualification revocation, business suspension, disqualification from bidding, asset seizure, freezing, or bankruptcy proceedings by competent authorities.

(8) Authorized service providers must not be in a state of suspended trading qualifications with Sinopec due to breach of contract or integrity issues.

(9) Authorized service providers must obtain authorization documents from the bidder.

(10) Authorized service providers must have passed quality management system certification (ISO 9001 or GB/T 19001 certificate), with the certificate remaining valid.

(11) Authorized service providers must have the supply capability and quality control measures required for the materials, and no major quality issues must have occurred with the products provided in the past three years. A signed and stamped commitment letter must be submitted.

(12) Authorized service providers must have on-site service capabilities, with at least five on-site service engineers. A list of engineers (including names, ID numbers, ages, years of experience, titles, qualifications, or work permits) must be provided, along with social security proof from the company's registered location; otherwise, it will be deemed invalid.

(13) Bidders (consortium leaders) must provide a signed complete version of the consortium bidding agreement and its attachments.

(14) Authorized service providers must commit to maintaining a rolling inventory of at least 10 spot units/sets of inverters for the same power range (10 units for each power range) to meet urgent project needs and ensure delivery within 72 hours. A signed and stamped commitment letter must be submitted.

(15) If the same authorized service provider acts as the authorized service provider for two or more bidders, the bids submitted by those bidders will be rejected.

This tender accepts consortium bids.

This tender accepts bids from producers/manufacturers (the tendered materials must be self-produced by the bidder) but does not accept bids from agents. Bids from distributors are also not accepted.
