II. Tender Content and Scope

The project will be tendered through an EPC (Engineering, Procurement, Construction) general contracting model. The specific tender content and scope include:

  • Survey and Design: Overall survey and design work for the project.
  • Scientific Research Topics: Formulation and implementation of scientific research topic plans.
  • Equipment Procurement: Procurement of required hydrogen and oxygen production equipment and related devices.
  • Construction: Including civil construction and equipment installation.
  • Installation and Commissioning: Installation and commissioning of equipment.
  • Testing and Inspection: Conducting various tests and inspections to ensure equipment performance meets standards.
  • Defect Rectification, Trial Operation, and Acceptance: Rectification of equipment defects, trial operation, and final project acceptance.

Additionally, the scope includes all special reviews and acceptances (such as safety evaluation, environmental impact assessment, fire protection, water conservation, lightning protection, labor safety and occupational health, occupational disease hazard control effect evaluation, etc.), registration, inspection, and acceptance of pressure vessels, pressure pipelines, and all other special equipment, as well as obtaining special equipment usage registration certificates. It also includes project supervision and inspection, engineering planning and construction permit procedures, project commissioning and operation procedures, engineering quality warranty services, and personnel training.

III. Main Construction Content and Objectives

  • Hydrogen Production System Laboratory: Construction of a 1,000 m² hydrogen production system laboratory.
  • Testing Platform: Establishment of a full-power testing platform for water electrolysis hydrogen production systems with capacities of up to 2,000 Nm³/H and 4,000 Nm³/H.
  • Hydrogen and Oxygen Production Capacity: The project is equipped with a water electrolysis hydrogen and oxygen production capacity of 2,000 Nm³/H.
  • Software Development: Development of modeling simulation software and energy management and control software for integrated wind, solar, and hydrogen storage projects.
  • Hydrogen Analysis Laboratory: Construction of a hydrogen analysis laboratory and establishment of a laboratory quality management system.

IV. Tender Requirements and Schedule

  • Qualification Requirements: Bidders must possess relevant engineering design and general contracting qualifications, as well as special equipment design and production licenses.
  • Performance Requirements: Bidders must have completed EPC, PC, or EP general contracting projects for hydrogen production facilities.
  • Project Manager Requirements: Must hold a first-class construction engineer registration certificate and a valid safety production assessment qualification certificate.
  • Tender Schedule: The tender announcement was published on February 19, 2025. Tender documents can be obtained from February 19 to February 26, 2025. The bid submission/opening date is March 12, 2025.
