I. Project Background and Overview

  • Project Name: Kezuozhongqi Wind and Solar Power, PV ESS, Hydrogen, and Ammonia Integrated Industrial Park Demonstration Project (Hydrogen and Ammonia Section).
  • Construction Unit: Inner Mongolia Tianying Energy Co., Ltd. (or its subsidiary Inner Mongolia Tiantong Energy Co., Ltd.).
  • Construction Location: Baolongshan Fine Chemical Industry Park, Horqin Left Wing Middle Banner Industrial Park, Tongliao City, Inner Mongolia.
  • Project Scale: Total investment of 3.7 billion yuan, supporting new energy capacity of 1.3 million kW (including 1 million kW of wind power and 300,000 kW of PV), designed hydrogen production capacity of 50,000 mt/year, and a supporting synthetic ammonia project with an annual production capacity of 450,000 mt (or 480,000 mt, subject to adjustments as the project progresses).

II. Project Content and Construction

  • Main Construction Content: The project includes main parts of the project such as hydrogen electrolysis workshops, hydrogen purification workshops, air separation nitrogen production units, and synthetic ammonia units, as well as auxiliary and utility facilities such as vehicle loading platforms, liquid ammonia storage tanks, hydrogen storage tanks, circulating water stations, and fire water stations. Additionally, it includes office and living facilities such as a central control room, laboratory center, and substation.
  • Hydrogen Production and Ammonia Synthesis: The project is equipped with multiple liquid caustic soda electrolysis hydrogen production units and air separation nitrogen production units. Using water electrolysis hydrogen production technology, combined with supporting PV and wind power projects, it produces green hydrogen. The hydrogen is then further processed into ammonia.

III. Project Progress and Impact

  • Project Progress: The project commenced construction in 2024 and is expected to be fully completed and operational by the end of December 2025. Currently, the project is undergoing preliminary work such as environmental impact assessments and has received approval from the Energy Bureau of Inner Mongolia Autonomous Region.
  • Environmental Impact: The project is committed to ecological environmental protection by innovating with new energy projects to produce hydrogen through water electrolysis and synthesize green ammonia. This creates an integrated wind and solar power, PV ESS, hydrogen, and ammonia industry chain production line, contributing to carbon emission reduction and advancing local ecological civilization to a new level.
