Support for Major Project Implementation
- For projects in key supported fields with fixed asset investments exceeding 100 million yuan, financial support of 3%–5% of the construction and installation investment included in statistics will be provided, up to a maximum of 10 million yuan.
- To reduce corporate financing costs, financing support will be provided in principle, with the annual loan interest subsidy ratio for a single project not exceeding 70% of the current LPR, and the financial support amount not exceeding 500,000 yuan.
- To promote industrial transformation and upgrading, projects involving the purchase of production line equipment, large-scale equipment, new-type ships, and the adoption of new technologies, processes, and materials for upgrades will receive financial support of 10%–20% of the purchase cost, with a maximum of 5 million yuan per project.
- To encourage early project commencement and production, a one-time reward of 500,000 yuan will be given to projects that start or commence production ahead of schedule.
- To leverage the effect of business-driven investment attraction, projects introduced through individual or corporate equity participation will be rewarded 500,000 to 1 million yuan based on the amount included in statistics.

Support for Breakthroughs in Key Core Technologies and Products
- Support will be provided for key core technology R&D projects, with financial support of 10% of the annual R&D investment, up to a maximum of 1 million yuan.
- Projects recognized as the first (set, batch) of equipment at the international, domestic, or provincial level will be rewarded 500,000 yuan, 300,000 yuan, and 100,000 yuan, respectively.
- Units newly approved as provincial-level new-type R&D institutions or provincial key laboratories (engineering technology centers) will receive a reward of 500,000 yuan; units recognized as provincial-level or above original (high-quality) seed farms will receive a reward of 300,000 yuan.

Support for High-Level Utilization of Foreign Investment
- For advanced manufacturing projects with actual foreign investment of $5 million or more, a reward of 1.5% of the actual foreign investment amount will be provided, up to a maximum of 1 million yuan; for general projects with actual foreign investment of $5 million or more, a reward of 7.5‰ of the actual foreign investment amount will be provided, up to a maximum of 500,000 yuan.

Support for Industrial Trade Settlement Implementation
- For those engaged in trade settlement business, rewards will be provided in principle based on indicators such as output value and revenue, with specific proportions determined by each district.

- Project approval services will be provided, with dedicated teams offering specialized services for business establishment, project approval, and operational licensing.
- Support will be provided for construction indicators, transportation, and other guarantees.
- Preferential support will be given to labor force introduction during the operational phase of key field projects, with county-level talent recognition conditions appropriately relaxed based on actual circumstances.
IV. Applicable Entities and Validity Period of the Policy
This Policy applies to market entities such as enterprises, natural persons, individual businesses, social organizations, and farmers' professional cooperatives within the county. The Policy will take effect 60 days after its issuance and will remain valid for three years.
