According to the relevant provisions of the approval procedures for environmental impact assessment of construction projects, upon review, our bureau is expected to issue approval opinions on the environmental impact assessment document of one construction project on January 15, 2025. To ensure the seriousness and impartiality of this review, the basic information of the environmental impact assessment document for which approval opinions are expected to be issued is hereby disclosed. The disclosure period is five working days starting from January 15, 2025.

Notification of the Right to a Hearing: In accordance with the "Administrative Licensing Law of the People's Republic of China," applicants and stakeholders may request a hearing on the approval opinions of the environmental impact assessment document of the following construction project within five days from the date of disclosure.

This project is located within the existing plant area of Fengzhen Tongsheng Alloy Co., Ltd., in the eastern zone of Fengzhen Industrial Park, Fengchuan Circular Economy Development Zone, Ulanqab, Inner Mongolia. It involves the construction of 2×45,000 kVA fully enclosed high-carbon ferrochrome alternating current (AC) electric furnaces, along with 16×1,200 kW internal combustion generator sets and auxiliary facilities. Upon completion, the project is expected to produce 184,000 mt of high-carbon ferrochrome annually. The total investment of the project is 280.5678 million yuan, of which 5.645 million yuan is allocated for environmental protection, accounting for 2.01% of the total investment.

(1) Strengthen environmental management during the construction period. Strictly implement various pollution prevention measures during the construction period as required by the "Report," ensuring proper transportation processes, appropriate material storage, and reasonable disposal of construction wastewater and solid waste to avoid adverse impacts such as dust, wastewater, and noise on the surrounding environment.

(2) Strictly implement air pollution control measures. The exhaust gases generated by the project must be treated in accordance with the control measures specified in the "Report" to meet standards.

1. Dust from material handling and transfer, as well as dust from heavy slag crushing and screening, will be treated using bag filters; dust from furnace top feeding, iron and slag tapping, and casting fumes will be treated using high-temperature-resistant bag filters.

2. Exhaust gases from internal combustion generator sets will be treated using SCR denitrification technology.

3. Measures such as improving gas collection efficiency, enclosing workshops and material sheds, and using spray dust suppression will be adopted to ensure that fugitive dust emissions at the plant boundary meet standards.

(3) Strictly implement wastewater pollution control measures. Wastewater generated by the project must be comprehensively utilised in accordance with the requirements of the "Report," ensuring "zero discharge" of production wastewater and no impact on the water environment. Domestic sewage will be treated by newly constructed underground integrated sewage treatment facilities and then discharged to the park's sewage treatment plant via pipelines. The plant area must implement partitioned anti-seepage measures, strengthen operation and maintenance, and strictly prevent leaks, spills, and accidental discharges to avoid groundwater pollution.

(4) Implement safe disposal measures for solid waste. Solid waste generated by the project must be treated in accordance with the requirements of the "Report," ensuring proper classification and disposal. Dust collected from various sections will be transported via sealed pipelines within the plant for comprehensive utilisation as raw materials; oil separator scum, tar impurities, filter residues, waste denitrification catalysts, waste coolant, waste mineral oil, waste oil drums, and laboratory waste liquids will be temporarily stored in hazardous waste storage facilities and entrusted to qualified units for disposal; ferrochrome slag and jigging tailings will be transported to the park's slag yard; heavy slag will be jigged to recover high-carbon ferrochrome products; waste ion exchange resins, molecular sieves, and refractory materials will be recycled by producers. A complete record ledger for solid waste transfer must be established, and the "Hazardous Waste Transfer Manifest Management Measures" must be strictly followed. Temporary storage sites for solid waste must be constructed and managed in accordance with the relevant requirements of the "Standard for Pollution Control on the Storage and Landfill of General Industrial Solid Waste" (GB18599-2020) and the "Standard for Pollution Control on Hazardous Waste Storage" (GB18597-2023).

(5) Strengthen noise pollution control. Low-noise equipment should be selected, and measures such as vibration reduction, noise reduction, and sound insulation should be adopted for high-noise equipment to ensure that noise emissions at the plant boundary comply with Category 3 standards of the "Emission Standard for Industrial Enterprises Noise at Boundary" (GB12348-2008).

(6) Strengthen environmental risk prevention. Your company must formulate a feasible environmental risk emergency response plan, implement environmental risk prevention measures, and strengthen the operation and management of environmental protection facilities to prevent environmental risk accidents.

(7) Standardise pollutant discharge outlets. Pollutant discharge outlets must be set up in accordance with regulations and marked with appropriate signage; exhaust gas discharge pipelines must be equipped with permanent monitoring sampling ports in accordance with monitoring technical specifications.

(8) Establish and improve the environmental management system. Strengthen the operation, maintenance, and management of environmental protection facilities, establish a strict environmental protection responsibility system, ensure the stable and normal operation of pollution control facilities, maintain operation records of pollution control facilities, and strictly prohibit the unauthorised idling or shutdown of environmental protection facilities. Prevent accidental pollution discharges, ensure that all pollutants meet discharge standards and comply with total quantity control indicators, and implement the environmental management and monitoring plan proposed in the "Report."
