Shanghai (Gasgoo)- Shanghai aims to fully transition its buses and taxis to new energy vehicles (NEVs) by the end of 2027, according to the Special Work Plan for Large-Scale Facility and Equipment Upgrades in the Transportation Sector (2024-2027) recently issued by the city's authorities.

From 2024 to 2027, Shanghai plans to replace over 9% of its total public buses and taxis with NEVs annually on average. It indicates that the city aims to update a total of 6,200 buses and 11,000 taxis during the period. Additionally, Shanghai is set to completely phase out diesel-fueled trucks that meet the China III emission standard and substantially eliminate those that meet the China IV emission standard, with plans to replace or add 50,000 trucks in total. The plan also includes updating or adding around 200 aircraft and over 120 ships.

Per the work plan, Shanghai is set to retire aging buses and develop various types of new energy buses, such as pure electric ones. It will also pilot fuel cell buses while ensuring that all newly added or updated vehicles are NEVs, with an annual update volume of approximately 1,550 new energy buses on average.

Shanghai will also enhance maintenance of bus batteries, strengthen battery performance requirements, and replace the power batteries of buses in a timely manner, with an estimated annual update of 500-set bus batteries.

For taxis (excluding ride-hailing taxis), all newly added or updated vehicles should primarily use NEV models, with approximately 2,800 taxis upgraded annually. The plan also encourages trial operations of intelligent connected taxis in eligible areas and explores the applications of autonomous driving technologies to provide smarter and more convenient mobility solutions.
