[260MW Distributed PV EPC Project in Liupanshui City, Guizhou Province, Competitive Bidding Announcement Released] On January 8, the competitive bidding announcement for the 260MW distributed PV power generation EPC project in Liupanshui City, Guizhou Province, was released. According to the announcement, the total planned installed capacity of this project is expected to be 260MW (subject to the actual installed capacity). The project adopts the "self-consumption with surplus electricity fed into the grid" model and will be constructed in batches using industrial and commercial rooftops. (Polaris Solar PV Network)

On January 8, the competitive selection announcement for the 260MW distributed PV power generation EPC project in Liupanshui City, Guizhou Province, was released.

According to the announcement, the total planned installed capacity of this project is expected to be 260MW (subject to the actual installed capacity). The project adopts the "self-generation for self-use, surplus electricity fed into the grid" model and will be constructed in phases using industrial and commercial rooftops. The estimated contract value for this competitive selection project is 910 million yuan, with a total construction period of 365 calendar days and a defect liability period of 24 months, including a design period of 90 calendar days and a construction period of 275 calendar days.

The scope of the competitive selection mainly includes construction drawing design, engineering construction, and other related tasks. The specific scope includes but is not limited to design, procurement, transportation, storage, handling, engineering construction, quality supervision and inspection, commissioning, detection, trial operation, coordination with third-party equipment manufacturers, overall project acceptance (including State Grid acceptance), technical and after-sales services, and after-sales services during the project warranty period. In other words, it includes all tasks for a "turnkey project," handover, and services during the warranty period.

Bidder Qualification Requirements

This competitive selection requires candidates to simultaneously meet the following valid qualification conditions issued by the competent construction administrative department:

Possess one of the following design qualifications:

① Comprehensive Class-A qualification for engineering design.

② Class-B or above qualification for engineering design in the power industry or in the power industry (transmission and substation engineering).

③ Class-B or above qualification for engineering design in the new energy power generation specialty of the power industry.

(2) Possess the following construction qualification:

Class-1 qualification for general contracting of power engineering construction.

Candidates should also have corresponding implementation capabilities in terms of personnel, equipment, and funds.

This competitive selection accepts joint bids, with the number of members in the consortium (including the lead member) not exceeding two.
