Shanghai (Gasgoo)- On December 30, the Standing Committee of the 14th People's Congress of Hubei Province issued the "Regulations on Promoting the Development of Intelligent Connected Vehicles in Wuhan" (hereinafter referred to as "the Regulations"), which will be enacted on March 1, 2025.
The Regulations propose measures, including fostering intelligent connected vehicle (ICV) development and technological innovation, intensifying infrastructure construction, and enhancing the promotion and application of technologies related to ICVs.
In regard to fostering ICV development and technological innovation, the Regulations indicate the role of technological innovation in advancing the ICV industry and its applications. This move is set to transition ICVs from transportation tools to mobile intelligent terminals, energy storage units, and digital spaces. It also calls for integration and innovation across multiple sectors, including automotive, energy, transportation, information communication, and artificial intelligence (AI).
Additionally, the Regulations support the establishment of joint R&D and technology resource-sharing service platforms for ICVs. The initiative aims to open up high-quality resources to the public and provide technological services such as testing, inspection, and pilot trials. Besides, it promotes the construction and sharing of computing platforms to enhance the role of AI-related computing power, algorithms, and data in supporting industrial development.
Regarding infrastructure construction, the Regulations support communication service providers to optimize communication networks based on the specific needs of ICV applications. These upgrades will focus on creating low-latency, high-reliability, and high-density communication networks. It also supports the safe application of dedicated wireless communication frequency bands for ICVs and advocates for the use of HD maps, crowd-sourced data collection, and high-precision navigation technologies in the sector.
As for promoting the application of new technologies, the Regulations encourage the adoption of new technologies and products for ICVs. It also supports road testing, demonstration applications, commercial pilots, and commercial operations, thereby accelerating the technological iteration and industrialization of ICVs.
