The preparation unit for the environmental impact report has been determined. In accordance with the "Environmental Protection Law of the People's Republic of China," the "Environmental Impact Assessment Law of the People's Republic of China," the "Regulations on the Administration of Environmental Protection for Construction Projects," and the "Measures for Public Participation in Environmental Impact Assessment" (Order No. 4 of the Ministry of Ecology and Environment), we are now soliciting public opinions...

I. According to

the plan of Inner Mongolia Xingshun New Materials Co., Ltd. to construct the High-Efficiency and Energy-Saving High-Carbon Ferrochrome Alloy Project with an annual output of 528,000 mt, the unit responsible for preparing the Environmental Impact Report has been determined. In accordance with the Environmental Protection Law of the People's Republic of China, the Environmental Impact Assessment Law of the People's Republic of China, the Regulations on the Administration of Environmental Protection for Construction Projects, and the Measures for Public Participation in Environmental Impact Assessment (Ministry of Ecology and Environment Order No. 4), public opinions are now being solicited.

II. Basic Information of the Construction Project

1. Project Name: High-Efficiency and Energy-Saving High-Carbon Ferrochrome Alloy Project with an Annual Output of 528,000 mt by Inner Mongolia Xingshun New Materials Co., Ltd.;

2. Name of the Construction Unit: Inner Mongolia Xingshun New Materials Co., Ltd.;

4. Name of the Unit Preparing the Environmental Impact Report: Inner Mongolia Huatai Hanguang Environmental Technology Co., Ltd.;

5. Project Location: Shiguai Industrial Park, Baotou City, Inner Mongolia;

6. Project Content: Construction of 2×75,000 kVA fully enclosed AC submerged arc furnaces, 2×57,000 kVA fully enclosed AC submerged arc furnaces, and supporting chain grate-rotary kiln production lines, tail gas generator sets, and other related auxiliary facilities. Upon completion, the project will produce 528,000 mt of high-carbon ferrochrome annually.

Public opinions and suggestions regarding the environmental impact of this project are being solicited. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
