Brazil Raises Import Tariffs on PV Modules to 25%

The Brazilian Foreign Trade Executive Management Committee (Gecex) announced an increase in import tariffs on PV modules (solar panels) from 9.6% to 25%. The country implements a quota system for PV modules and their core components, imposing different tax rates on products within and outside the quota. Until June 30, 2025, PV modules within the quota will enjoy a zero-tariff policy, while those outside the quota will be subject to a high tariff of 25%. It is understood that Brazil is the second-largest export market for Chinese PV modules. In 2023, China exported $4.78 billion worth of PV modules to Brazil, accounting for 12% of the market share, second only to the Netherlands. Meanwhile, Brazil's PV industry chain is weak, lacking upstream and midstream segments such as polysilicon, silicon wafers, and batteries. The annual capacity of PV modules is less than 5GW, and 99% of PV modules rely on imports, mainly from China.
