SMM, October 31, 2024: SMM has learned that recently, environmental protection inspections have resumed in some areas of Henan, causing some aluminum plate/sheet and strip enterprises to reduce production due to environmental protection reasons. Henan is a major hub for China's aluminum plate/sheet and strip industry. According to SMM statistics, as of the end of October 2024, the domestic operating capacity of aluminum plate/sheet and strip exceeded 20 million mt, with about 40% located in Henan.

Regarding the recent environmental protection-driven production restrictions in Henan, some aluminum plate/sheet and strip industry players are not overly concerned. One industry player pointed out that Henan almost every winter faces multiple rounds of production restrictions due to environmental protection inspections, which are characterized by "frequent occurrences, short durations, and relatively small impacts."

Faced with environmental protection-driven production restrictions, local aluminum plate/sheet and strip enterprises have accumulated rich experience in responding. These enterprises usually choose to concentrate on maintenance and equipment repairs during the restriction periods and then increase the operating rate after the restrictions end to make up for the production shortfall. Since the duration of a single environmental protection-driven production restriction usually lasts less than a week, most restrictions only affect short-term production and have a relatively small impact that can be quickly mitigated, causing minimal disruption to the overall operating rate of the industry.

Overall, the winter environmental protection-driven production restrictions in Henan have an almost negligible impact on the aluminum plate/sheet and strip industry. Domestic and international market demand remains the largest factor determining the industry's operating rate.

Fed to Keep Large Banks' Capital Levels Unchanged, Postpones Stress Test Reforms Until 2027
The US Fed has announced that it will maintain the capital levels of large banks unchanged during the upcoming stress test cycle (corresponding to the 2026 cycle). At the same time, the US Fed is planning multidimensional reforms to this annual test, aiming to enhance its transparency. The US Fed's Vice Chair for Supervision, Bowman, revealed that adjustments to the stress capital buffer requirements for large banks will be postponed until 2027. This move is intended to provide the US Fed with sufficient time to evaluate potential flaws that may be exposed in its testing models when assessing banks' financial conditions under simulated economic downturn scenarios.
