According to SMM's tracking of 1-10kV general industrial and commercial electricity prices, in October, 14 regions nationwide had a maximum peak-valley electricity price spread exceeding 0.7 yuan/kWh. Entering September, as autumn arrived across the country, except for Shandong, Hubei, and Hebei, other regions no longer implemented critical peak period electricity prices. Additionally, Shanghai, Jiangxi, and Shandong began implementing deep valley period electricity prices (Shanghai and Jiangxi are piloting deep valley period electricity prices during major holidays).

Entering September, as autumn arrived across the country, except for Shandong, Hubei, and Hebei, other regions no longer implemented critical peak period electricity prices. Additionally, Shanghai, Jiangxi, and Shandong began implementing deep valley period electricity prices (Shanghai and Jiangxi are piloting deep valley period electricity prices during major holidays).

Policy-wise: On September 18, the National Development and Reform Commission of Heilongjiang publicly solicited opinions on the "Notice on Further Improving Peak-Valley Time-of-Use Electricity Prices (Draft for Comments)," adding 12:00-14:00 as a valley period and suspending the implementation of critical peak period electricity prices. The deadline for comments was September 24, 2024, and the new time-of-use electricity price policy will be implemented from January 1, 2025.

Based on the characteristics of Heilongjiang's power load and the consumption of new energy, the daily electricity periods were adjusted as follows: peak period: 7:00-8:00, 9:00-11:30, 15:30-20:00; valley period: 12:00-14:00, 23:30-5:30; the rest are normal periods.Additionally, the implementation of critical peak period electricity prices was suspended, and it will be initiated in the future based on the power supply and demand situation. The current time-of-use electricity price policy in Heilongjiang has been in effect since April 1, 2022, as per the "Notice of the Heilongjiang Provincial Development and Reform Commission" (Heilongjiang Development and Reform Price Letter [2022] No. 55), with the periods divided as follows: peak period: 6:00-7:00, 9:00-11:30, 15:30-20:00; valley period: 22:30-5:30; the rest are normal periods. Among them, from July to September and from November to January of the following year, 16:30-18:30 within the peak period is the critical peak period.

For users implementing industrial and commercial electricity prices, the normal period electricity price consists of the on-grid electricity price, transmission and distribution price, on-grid link line loss cost, system operation cost, and government funds and surcharges, among which the transmission and distribution price, on-grid link line loss cost, system operation cost, and government funds and surcharges do not participate in the peak-valley fluctuation; other users continue to follow the current standards. The implementation of critical peak period electricity prices was suspended, and it will be initiated in the future based on the power supply and demand situation. "Coal-to-electricity" users will continue to follow the current policy.
