Ministry of Industry and Information Technology: The amount spent by LIB companies on research and process improvement each year shall not be less than 3% of their main business revenue.

The Ministry of Industry and Information Technology publicly solicits opinions on the standardized conditions and management measures for the lithium battery industry (draft for comments). The draft for comments mentions that companies should meet the following conditions: registered and established in accordance with the law within the territory of the People's Republic of China, having independent legal personality; having independent production, sales, and service capabilities for related products in the lithium battery industry; annual expenses for research and development and process improvement not less than 3% of the main business income, encouraging companies to obtain qualifications of independent R&D institutions, engineering laboratories, technology centers, or high-tech enterprises at the provincial level or above; encouraging companies to create green factories; encouraging companies to build or participate in the construction of pilot platforms; main products have technological invention patents; the actual production volume in the previous year at the time of application is not less than 50% of the actual production capacity of the same year.
