The draft for comments mentions that companies should meet the following conditions: registered and established in accordance with the law within the territory of the People's Republic of China, having independent legal personality; having independent production, sales, and service capabilities for related products in the lithium battery industry; annual expenses for research and development and process improvement not less than 3% of the main business income, encouraging companies to obtain qualifications of independent R&D institutions, engineering laboratories, technology centers, or high-tech enterprises at the provincial level or above; encouraging companies to create green factories; encouraging companies to build or participate in the construction of pilot platforms; main products have technological invention patents; the actual production volume in the previous year at the time of application is not less than 50% of the actual production capacity of the same year.
