Recently, the overall volatility of spot lithium carbonate prices has slowed down. On the supply side, lithium salt producers are still maintaining a gradual recovery pace in production. It is expected that the import volume of lithium carbonate from overseas will also remain at a high level compared to March, indicating an overall recovery trend in the supply side.

However, in the short term, there has been no significant change in the overall sentiment of scattered sales in the lithium salt market, which has limited the liquidity of spot market transactions during the low-price period.

On the demand side, downstream enterprises such as cathode manufacturers have indicated that they have only made purchases during periods of low prices to supplement scattered supply. Some companies have mentioned that their raw material stocking for the May Day holiday is nearing completion. However, during periods of high prices, downstream enterprises have shown little willingness to purchase, leading to a situation where there is demand but no market.

The buying and selling attitudes of both supply and demand sides have jointly restricted the overall volatility of lithium carbonate prices. With the continued recovery in the supply side, it is expected that there may be some upward resistance to lithium carbonate prices in the future.

[Lithium Battery: Estone Plans Up to RMB 400mn Placement for 8,000 t/yr Boehmite Expansion]
Estone Materials Technology disclosed on Sept 15 a plan to raise up to RMB 400 million via a private A-share placement for an 8,000 t/yr boehmite project for ultra-thin lithium battery separator coating, a 20,000 t/yr high-purity quartz sand phase II project, and working capital. The boehmite project, with total investment of about RMB 102 million and a 12-month construction period, will build new small-particle-size boehmite lines that reduce separator coating thickness below 1 micrometer, boosting cell energy density and electrolyte wettability for high-voltage fast-charging power batteries and high-safety energy storage batteries, further consolidating its global leading position in boehmite coating materials.

Talon Metals’ Tamarack Nickel-Copper-Cobalt Project Completes Public Comment Period for Environmental Review
According to Talon Metals on September 15, the company’s Tamarack nickel-copper-cobalt project in Minnesota, U.S., has completed the 60-day public comment period as part of the state environmental review process. The project is currently under environmental review by the Minnesota Department of Natural Resources. The regulator will next assess the submitted comments and continue advancing the permitting process. Tamarack is one of the more notable U.S. nickel-copper-cobalt sulphide projects under development by Talon Metals. The company said completion of the public comment period marks an important milestone in the environmental approval process and moves the project closer to subsequent permitting and development stages. Although the update did not include new cobalt resource figures, production capacity or a commissioning timeline, the permitting progress remains relevant as the U.S. continues to strengthen domestic critical mineral supply chains and could improve the prospects for future domestic nickel and cobalt production.

DRC Establishes “DRC-USA Task Force” to Accelerate Strategic Minerals Cooperation with the U.S.
According to Reuters on September 15, the Democratic Republic of Congo has established a “DRC-USA Task Force” to accelerate implementation of its strategic minerals cooperation agreement with the United States and move the partnership from a policy framework toward concrete investments and project execution. As a major global supplier of copper and cobalt, the DRC will use the task force to coordinate progress in critical mineral investment, project development and supply-chain cooperation. DRC Economy Minister Daniel Mukoko Samba said the mechanism is expected to improve the efficiency of implementation between the two sides. In recent years, the U.S. has strengthened cooperation with the DRC in copper, cobalt and other critical minerals through support for mining investment, expanded access to Western markets and regional logistics infrastructure. The creation of a dedicated implementation mechanism could further deepen U.S.-DRC minerals cooperation and potentially influence cobalt trade flows, the international buyer mix and Western capital participation in the DRC.
