Chinese Government Encourages Development of Flying Car Technology and Commercialization Applications

【Ministry of Industry and Information Technology and four other departments: Encouraging research and development of flying car technology, product verification, and exploration of commercialization applications】The Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, and the Civil Aviation Administration of China have issued the "General Aviation Equipment Innovation Application Implementation Plan (2024-2030)". It proposes that by 2030, a new development model for the general aviation industry characterized by high-end, intelligent, and green development will be established, supporting and ensuring the safe and efficient operation of the "short-haul transport + electric vertical take-off and landing" passenger network, with general aviation equipment fully integrated into all areas of people's production and life, becoming a powerful driving force for low-altitude economic growth and creating a trillion-dollar market size. The plan includes supporting the development of Smart Air Mobility (SAM) equipment, promoting airworthiness certification for a batch of new consumer general aviation equipment such as electric vertical take-off and landing aircraft (eVTOL). It encourages research and development of flying car technology, product verification, and exploration of commercialization applications.

Democratic Republic of Congo’s mining regulator has said that miners must use all unfulfilled fourth-quarter 2025 export quotas by April 30, warning that any unused volumes after that will be forfeited and reallocated to a strategic reserve. Quotas for the first quarter of 2026 can be shipped until June 30, alongside those for the second quarter, ARECOMS said, confirming total quotas allocated for 2026 remain valid. ARECOMS chair, Patrick Luabeya said in a statement signed on Monday but issued on Tuesday that the measures, including the withdrawal of quotas for non‑compliance, “enter into force on March 31, 2026”.
