【The first new primary aluminum smelter built in the United States in 45 years】The US government has allocated $500 million to Century Aluminum to open a new chapter in the construction of a new "green" low-carbon smelter. This move aims to prevent what American consumer companies such as Ford Motor Company have termed an aluminum industry crisis. US primary aluminum production has decreased from 3.8 million tons in 1999 to 785,000 tons last year. In the past 20 years, the number of operating aluminum plants in the United States has decreased from 19 to only 4, with two owned by Alcoa and the other two owned by Century Aluminum, with a combined annual production capacity of approximately 650,000 tons. Century Aluminum's project is included in a $6 billion industrial decarbonization subsidy program, indicating that the Biden administration is very aware of the need to boost the US aluminum industry. Century Aluminum stated that once the new smelter is completed, it will double the current size of the US primary aluminum industry.

Fed to Keep Large Banks' Capital Levels Unchanged, Postpones Stress Test Reforms Until 2027
The US Fed has announced that it will maintain the capital levels of large banks unchanged during the upcoming stress test cycle (corresponding to the 2026 cycle). At the same time, the US Fed is planning multidimensional reforms to this annual test, aiming to enhance its transparency. The US Fed's Vice Chair for Supervision, Bowman, revealed that adjustments to the stress capital buffer requirements for large banks will be postponed until 2027. This move is intended to provide the US Fed with sufficient time to evaluate potential flaws that may be exposed in its testing models when assessing banks' financial conditions under simulated economic downturn scenarios.
