The Office of the People's Government of Inner Mongolia Autonomous Region issued the Implementation Plan of Photovoltaic Desert Control Action in the Autonomous Region, aiming to implement the large-scale development of desert and sandy land photovoltaic desert control in the whole region in conjunction with the ecological governance projects such as the Six Phases of the "Three Norths". By 2025, the installed capacity will exceed 21.4 million kilowatts, and the photovoltaic desert control area will be 640,000 mu; by 2030, the installed capacity will reach 89 million kilowatts, and the photovoltaic desert control area will be about 2.3 million mu. The photovoltaic desert control projects to be put into production in the "14th Five-Year Plan" include 3.55GW of grid-connected photovoltaic, 7.65GW of national first, second and third-batch bases, 4GW of Shagehuo Arid Base, 1GW of market-oriented projects, 5.2GW of projects already completed, and a total planned capacity of 21.4GW. In recent years, the installed capacity of photovoltaic desert control in Inner Mongolia Autonomous Region has grown rapidly, and about 5.2 million kilowatts of new energy have been built in Kubuqi, Ulan Buh, desert and Hunshandake, and Köerqin Sandy Land, with a total photovoltaic desert control area of about 180,000 mu completed in the region.

Recently, the 850 MW Phase I of the Luobusha PV project in Qusum County, Tibet, constructed by PowerChina, successfully passed completion acceptance, providing important support for easing regional power supply-demand tensions and strengthening the plateau energy supply barrier. The Luobusha PV project in Qusum County, Tibet, covers an area of approximately 4,289.59 mu, with a total installed capacity of 850 MW. It is the first batch of key commercial PV projects at the Yazhong Clean Energy Base in Tibet and the largest PV clean power generation project in the middle and lower reaches of the Yajiang River. The project is developed in four phases, with Phase I at 200 MW and an average elevation of 4,700 meters. Chengdu Engineering Corporation under PowerChina undertook the construction of the 220 kV booster station, 50 MW PV area, 20.74 km transmission line, and expansion of the opposite-side substation; Sinohydro Bureau 9 undertook the construction of the 150 MW PV field area, installing a total of 348,000 PV modules, along with 64 box-type transformers and 704 inverters.
