EU Made Final Ruling on First Anti-Dumping Sunset Review on China Stainless Steel Tube and Pipe Butt-welding Fittings

On April 14, 2023, the European Commission issued an announcement to make an affirmative final ruling on the first anti-dumping sunset review of Stainless Steel Tube and Pipe Butt-Welding Fittings originating in mainland China and Taiwan: (1) Decide to continue to impose anti-dumping duties of 30.7% to 64.9% on the involved products imported from mainland China: Zhejiang Good Fittings Co. is imposed an anti-dumping duty of 55.3%, Zhejiang Jnda Pipeline Industry Co. at 48.9%, Suzhou Yuli Pipeline Industry Co. and Jiangsu Judd Pipeline Industry Co. at 30.7%, Alfa Laval Flow Equipment (Kunshan) Co., Kunshan Kinglai Hygienic Materials Co., Wifang Huoda Pipe Fittings Manufacture Co., Yada Piping Solutions Co. and Jiangsu Huayang Metal Pipes Co. are imposed anti-dumping duties of 41.9%. The anti-dumping duties for other manufacturers and exporters in mainland China are 64.9%.

(2) Anti-dumping duties for manufacturers and exporters in Taiwan, China are 5.1-12.1% (King Lai Hygienic Materials Co. is exempted from the duty).

The EU CN (Combined Nomenclature) codes of the products involved in the case are ex 7307 23 10 and ex 7307 23 90, and the EU TARIC codes are 7307 23 10 15, 7307 23 10 25, 7307 23 90 15 and 7307 23 90 25.

The dumping investigation period for this case was from January 1, 2021 to December 31, 2021, and the damage investigation period was from January 1, 2018 to the expiration of the dumping investigation period.

On October 29, 2015, the European Commission launched an anti-dumping investigation on stainless steel tube and pipe butt-welding fittings from mainland China and Taiwan, China.

On January 27, 2017, the European Commission made a final anti-dumping ruling on stainless steel tube and pipe butt-welding fittings originating in mainland China and Taiwan, China.

On January 26, 2022, the European Commission launched the first anti-dumping sunset review investigation on stainless steel tube and pipe butt-welding fittings originating in mainland China and Taiwan, China.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
