China Likely to Enhance Export Restrictions on Rare Earth Products and Technologies

The Catalogue will be revised with 32 items being deleted, 36 items being modified, and 7 items being added.

SHANGHAI, Feb 1 (SMM) - The Chinese Ministry of Commerce released a notice about revising the Catalogue of Technologies Prohibited or Restricted from Export in China on January 30, 2023. The revision is aimed at strengthening technology import and export management in accordance with the Foreign Trade Law and the Regulations on the Management of Technology Import and Export. The Catalogue will be revised with 32 items being deleted, 36 items being modified, and 7 items being added. This revision will significantly refine the control of some technology items, creating positive conditions for enhancing international technology cooperation. SMM believes that rare earths, being a non-renewable and valuable resource, have a particularly significant strategic position, and the revision may strengthen the export restrictions on rare earth products and technologies in China.

Cobalt Blue and Glomar Minerals have formed a consortium to jointly advance the U.S. critical minerals processing initiative known as Project Infinity. The two parties will integrate Glomar Minerals’ marine mining licenses and deep-sea mineral extraction capabilities, together with Cobalt Blue’s proven critical minerals metallurgical processing technologies and patented intellectual property. They plan to construct a polymetallic nodule processing facility in the United States with an annual throughput of approximately 200,000 tonnes. Polymetallic nodules are abundant resources containing cobalt, manganese, nickel, copper, rare earth elements, titanium and multiple other metals, enabling the output of a wide range of mineral products from a single raw material source.
