Shanghai has issued the Action Plan for Coordinated Reduction of Pollution and Carbon Emissions in Shanghai. It states that active support will be given to the development of new energy vehicles and continuous encouragement of the electrification of the private passenger vehicle sector. By 2025, the proportion of pure electric vehicles in newly purchased personal vehicles will exceed 50%. Public buses, touring taxis, and vehicles in the public sector such as government agencies, state-owned enterprises, sanitation, postal service, etc., and city-chartered vehicles with suitable models, should all be using new energy vehicles, primarily pure electric vehicles or fuel cell vehicles. By 2035, the proportion of pure electric vehicles among small passenger vehicles will exceed 40%.
