Pre-Holiday Purchasing of Lithium Carbonate Active, Chemicals Transportation Restricted during National Day Holiday

Hence market transactions have been quite active recently, fuelling lithium carbonate prices. However, the top-tier downstream manufacturers have higher bargaining power in the spot market, and there is still certain room for gaming.

SHANGHAI, Sep 29 (SMM) - A number of provinces and regions including Jiangsu, Shandong, Beijing-Tianjin-Hebei region, Sichuan have all released the notices that vehicles carrying hazardous chemicals and alike are with restricted access to highways during the National Day holiday. For example, the Public Security Traffic Management Department of the Beijing Municipal Public Security Bureau announced on its website that in order to ensure the safety of highway traffic during the National Day in 2022, and in accordance with the Road Traffic Safety Law of the People's Republic of China and the Regulations on the Safety Management of Hazardous Chemicals, the Public Security Traffic Management Department, Tianjin Public Security Traffic Administration, and Hebei Public Security Department Traffic Administration have decided to impose restrictions on vehicles from transporting dangerous goods from 0:00 on October 1 to 24:00 on October 7, 2022. The details are as follows:

1. Vehicles carrying dangerous goods (including those holding the "Road Transport Permit for Dangerous Chemicals" and "Road Transport Permit for Highly Toxic Chemicals") are prohibited from running on highways within the administrative region of Beijing.

2. Vehicles carrying dangerous goods (including those holding permits to carry such goods) are prohibited from running on highways within the administrative region of Tianjin.

3. Vehicles carrying dangerous goods (including those with "Road Transport Permit for Highly Toxic Chemicals") are prohibited from running on highways within the administrative region of Hebei Province.

For some lithium salt manufacturers, lithium hydroxide, LiOH, LiF, etc. are categorised as hazardous chemicals, and transportation during the National Day is subject to different restrictions. As upstream smelters shall maintain consistent production, the operating rates will be relatively unchanged. At present, the National Day holiday is approaching, some downstream enterprises are quite active in restocking in light of low lithium salt inventory. In addition, many downstream material and battery manufacturers have a busy production schedule for next month, and they usually procure intensively around the end of the month. Hence market transactions have been quite active recently, fuelling lithium carbonate prices. However, the top-tier downstream manufacturers have higher bargaining power in the spot market, and there is still certain room for gaming.

In the medium and long term, the LFP and ternary cathode material markets have maintained high prosperity, with the smooth commissioning of production expansion plans. However, with the tight supply of lithium salt, the demand growth has been less than expected. It is expected that the lithium carbonate market will remain in supply deficit in the upcoming fourth quarter.

CAAM data shows that in August, NEV sales reached 1.643 million units, up 17.8% YoY and 5.3% MoM, with a penetration rate of approximately 60.6%. Domestic sales totaled 1.118 million units, up 10.9% MoM but down 4.6% YoY, while exports reached 526,000 units, down 5% MoM but up 1.3x YoY. Domestic passenger NEV sales were 1.015 million units, up 10.8% MoM but down 8.2% YoY, and domestic commercial NEV sales were 103,000 units, up 11.9% MoM and 56.6% YoY. From January to August, domestic NEV sales totaled 7.215 million units, down 10.8% YoY. Domestic passenger NEV sales were 6.525 million units, down 14.2% YoY, while domestic commercial NEV sales were 690,000 units, up 43.4% YoY. From January to August, NEV exports totaled 3.435 million units, up 1.2x YoY. Passenger NEV exports were 3.357 million units, up 1.3x YoY, while commercial NEV exports were 78,000 units, up 33.1% YoY.

Today, SMM battery-grade lithium carbonate spot prices continued to drift lower compared with the previous trading day. The lithium carbonate 2701 contract opened lower at 129,300 yuan/mt today. After the open, bears kept up the pressure, and prices drifted lower along the average price line, hitting an intraday low of 124,000 yuan/mt in the morning session. Around midday, bargain hunting emerged at lower levels, and prices rebounded, briefly rising to around 127,000 yuan/mt in the afternoon before meeting resistance and pulling back again. Near the close, prices moved sideways around 125,800 yuan/mt, with open interest down 1,204 lots. In the spot market, downstream buyers continued to stockpile at lower prices ahead of the September and October holidays. A small number of material producers remained cautious, with spot order purchase intentions below 125,000 yuan/mt. Upstream lithium chemical plants continued to hold spot order prices firm and held back from selling, though some high-priced offers softened slightly. Overall, market inquiries and actual transactions remained active.
