MIIT: To Promote the Establishment of NEV Battery Recycling System

On August 1, the Ministry of Industry and Information Technology (MIIT), together with the National Development and Reform Commission as well as the Ministry of Ecology and Environment, issued the action plan for carbon peaking in the industrial sector.

On August 1, the Ministry of Industry and Information Technology (MIIT), together with the National Development and Reform Commission as well as the Ministry of Ecology and Environment, issued the action plan for carbon peaking in the industrial sector. It is mentioned that the recycling of renewable resources should be emphasized. It is of key importance to introduce standardised management of the recycling and utilisation of renewable resources such as iron and steel scrap, non-ferrous metals scrap, waste paper, waste plastics, and waste tires, and to encourage qualified companies to disclose their carbon footprints. It is also important to extend the industrial chain of intensive and deep processing of renewable resources, and promote the efficient recycling of steel, copper, aluminium, lead, zinc, nickel, cobalt, lithium, and tungsten. The research the technical route and implementation path of resource utilisation such as retired photovoltaic modules and waste wind power blades is encouraged. The extended producer responsibility scheme will be adopted with focus on electrical and electronic products, automobiles and other products. The goal is to promote the construction of a new energy vehicle battery recycling system.

In addition, laws and regulations must be reinforced. It is necessary to build a legal system that facilitates the green and low-carbon development, and coordinates the formulation and revision of laws and regulations such as the Energy Conservation Law, the Renewable Energy Law, the Circular Economy Promotion Law, and the Cleaner Production Promotion Law. It is crucial to formulate and launch administrative regulations such as industrial energy conservation supervision and management measures, mechanical and electrical product re-manufacturing management measures, and new energy vehicle battery recycling management measures. The purpose is to improve the supporting system related to carbon peaking in the industrial field.
