EU Plans to Formally Implement Anti-dumping Duties on Chinese Aluminium Products

On October 11, 2021, the European Commission issued a final ruling on anti-dumping of Chinese aluminium plate/sheet, strip and foil products, finding that the dumping margin of the products involved was 14.3%-24.6%, and announced that the implementation of anti-dumping measures would be suspended for 9 months.

SHANGHAI, May 27 (SMM) - On October 11, 2021, the European Commission issued a final ruling on anti-dumping of Chinese aluminium plate/sheet, strip and foil products, finding that the dumping margin of the products involved was 14.3%-24.6%, and announced that the implementation of anti-dumping measures would be suspended for 9 months. On March 9, 2022, the European Commission consulted European stakeholders on whether it was necessary to continue to extend the suspension period of the measures, and collected information on EU market damage. After analysis and evaluation, the European Commission believes that although there are still certain uncertainties in the market, it no longer meets the statutory conditions for suspending anti-dumping measures. As a result, on May 25, 2022, European Commission announced that it will start the implementation after the 9-month extension expires on July 12, 2022.

According to the European Commission’s final ruling announcement, during the investigation period of this case (July 1, 2019-June 30, 2020), the EU imported 170,000 mt of products involved in the case from China, and the average unit price of imported products was 2,235 euros/mt with the total amount of 380 million euros. The products involved in this case include coils or coiled strips, sheets or circular plates with a thickness of 0.2 mm-6 mm, aluminium plates with a thickness of over 6 mm, aluminium sheets and coils and etc. with a thickness of 0.03 mm-0.2 mm. But at the same time, the case also excludes related aluminium products used in the manufacture of cans, automobiles, and aircraft parts.
