12 Measures to Ensure Supply Chain Safety and Facilitate Production Resumption by Shanghai Customs

Introducing electronic certificates for inbound inspection and quarantine to speed up the flow of reefer containers and help improve port operation efficiency.

In order to thoroughly implement the important instruction of General Secretary Xi Jinping on the co-ordinated promotion of the prevention and control of COVID-19 pandemic as well as economic and social development, implement the decision and deployment of the Party Central Committee and the State Council, and fully promote the stability and quality of foreign trade, Shanghai Customs, in line with the actual situation in Shanghai, further proposed 12 measures to support enterprises to expand and resume the production and ensure the safety and stability of the supply chain, based on the support measures released earlier.

(1) Adding a Customs "Online Counter" to achieve online remote audit and fast customs clearance.

(2) Introducing electronic certificates for inbound inspection and quarantine to speed up the flow of reefer containers and help improve port operation efficiency.

(3) Full implementation of full-process visualisation of customs clearance concerning sea and air transportation, allowing enterprises to check information online regarding cargo handling, declaration, inspection and release, speeding up the speed of customs clearance and picking up of goods.

(4) Expanding the application scope such as remote video inspection and embedded inspection of production processes to reduce the impact on the production and operation of enterprises.

(5) For late delayed declaration fee and overdue fine arising from pandemic control, applications for enterprise remission will be accepted in batches and approved in due course.

(6) Guiding companies to exempt themselves from legal liability for technical errors arising from force majeure by means of "volunteer disclosure”.

(7) Taking provisional measures for chilled aquatic products, fruits, meat, pasteurized milk, powdered milk for infants and young children and other materials of people's livelihood, adjust the sampling rate according to the pandemic prevention situation at the ports, and implement priority inspection and "5+2" appointment inspection for import and export of fresh and perishable agricultural and food products.

(8) “Green channel” for the whole industry chain such as integrated circuit, biomedicine and automobile manufacturing will be established. The scope of customs clearance facilitation measures has been expanded from key enterprises to the upstream and downstream of the industrial supply chain, covering commodities from manufactured goods to raw materials, intermediate goods and related manufacturing equipment.

(9) Temporarily cancelling sampling and inspection requirements for photoresists imported by key IC enterprises, releasing relating goods in a timely manner after passing inspection at ports, fully implementing vacuum packaging and other high-tech technologies for synergy among ports and local inspection to speed up customs clearance

(10) Taking advantage of the synergy effect of Customs in the Yangtze River Delta region to improve the coordination mechanism for customs clearance of key enterprises and key materials, implementing joint research and judgment, rapid response and collaborative disposal of emergencies and major problems, and smoothing information circulation and logistics.

(11) Coordinating the list of key enterprises in the supply chain in the Yangtze River Delta region, realising the mutual recognition of "white list" enterprises among the five Customs in the region, establishing a unified "green channel", and realising faster and simpler customs clearance procedures

(12) Enhancing the efficiency of logistics across the Yangtze River Delta region, supporting the conversion of transport methods from "land to water" and from "land to rail", and realising the mode of "one declaration, one inspection and one release".
