Recently, the Shanghai Economic and Informatization Commission issued the guidelines on the Prevention and Control of the epidemic situation of resuming work and production in Shanghai Industrial Enterprises (first Edition), announcing the "whitelist" of the first batch of key enterprises. Among them, the complete vehicle enterprises headquartered in Shanghai, SAIC passenger cars, SAIC Volkswagen, SAIC GM and Tesla (Shanghai) are listed.

In order to ensure the orderly resumption of work and production in the automobile industry, in the first batch of 666 enterprises, there are more than 250 automobile-related companies. Of these, only 41 have maintained production, and more than 80% are in a state of suspension. The enterprises that have stopped production include the production bases of head parts enterprises in Shanghai, such as Mobil, Amboft, Foggia, Valeo, etc., which are related to automobile passive safety, electrical systems and other fields.

The shutdown of Shanghai automobile industry has a far-reaching impact on the whole industry. According to the National Bureau of Statistics, China produced 26.528 million cars in 2021, of which Shanghai accounted for 10%.

More than half of the Chinese headquarters and some factories of the world's parts giants are located in Shanghai, of which 9 of the top 10 parts groups are headquartered in China, including Bosch, ZF and so on. Cui Dongshu, secretary-general of the Federation of passengers, said that Shanghai is the core of the global automobile industry. There are a large number of key parts suppliers in the Shanghai region. "if the epidemic is not contained as soon as possible, mainframe factories across the country will face suspension of production."

In the view of industry insiders, "cars and chips are the economic supporting industries of Shanghai, which must be protected."

Among the first batch of enterprise "whitelist", there are two enterprises that must resume work, one of which is Tesla (Shanghai). Affected by the epidemic, Tesla (Shanghai) super factory stopped production twice. It last announced a shutdown on March 28, and its plan to resume work on April 1 was cancelled.

This time, with the release of the guidelines for the prevention and control of the epidemic situation of resuming work and production (the first edition), some media said that Tesla had informed employees to resume production on April 18. Earlier, it was reported that Tesla (Shanghai) would resume production as early as mid-May, which was denied by Tesla, China's vice president of foreign affairs, Tao Lin.

SAIC also issued guidelines for the prevention and control of the epidemic situation of resumption of work and production, and the pressure test of resumption of work and production will be launched on April 18. In response to the epidemic, SAIC decided on closed-loop production one after another in the middle of March, with employees eating and living in the factory. However, with the tighter control of the epidemic and the shortage of spare parts and raw materials, SAIC-Volkswagen, SAIC-GM and other companies have stopped production one after another, but some companies such as SAIC passenger cars are still in closed-loop production.

However, according to Geshi Automotive, as the epidemic prevention and control in Shanghai continues, the actual situation of resuming work and production is not optimistic at present.

A big problem to be faced with is whether the community is willing to let it go.

Community neighborhood committees and community properties for prevention and control considerations, the implementation of guidelines and policies for returning to work and production are not yet in place. An employee of a company that is about to resume work said that the requirement for resuming work is that the entire floor and my nucleic acid test must be guaranteed to be negative for seven consecutive days. According to statistics, less than 40% of employees meet the working conditions. And because the local neighborhood committee and community property "do not release people", the real post may be less than 30%.

An employee of an automobile industry supporting company who has received a notice of resumption of work and production told Geshi that if the neighborhood committee and the property agree, the employee can apply for the post, and the group will issue a "pass", but they need to be quarantined for three days after arriving at the post.

In addition, the management boundary between the prevention area and the control area is difficult to be clearly defined.

At present, in order to control the epidemic more effectively, Shanghai is divided into three major areas: closed areas, control areas and prevention areas. Among them, the closed area is managed strictly in accordance with the state of no entry and no exit, the control area can be arranged in an orderly manner according to the documents issued by the town and district government, and the prevention area can be applied according to the enterprise.

However, there is a problem, if there is a diagnosis in the surrounding community, then the neighborhood where there is no diagnosis will also be designated as a control area.

Based on this, it may take time for Shanghai to fully resume work and production.
