The guidelines are divided into five parts: "implementing the main responsibility of enterprises, implementing regional and classified management of places, strengthening enterprise staff management, strengthening logistics management and epidemic prevention material reserves, making emergency disposal plans and job security".

Enterprises are required to set up special classes for epidemic prevention and control and production and operation, and formulate epidemic prevention and control and closed-loop management plans; enterprises should formulate epidemic prevention and control and closed-loop management plans, and submit the plan to the city / district epidemic prevention and control departments for approval; double veto shall be implemented, and enterprises with imperfect epidemic prevention and control and inadequate production safety must not resume work and production.

To implement the division and classification management of places, enterprises are required to implement classified management according to different areas, such as factory entrance, production area, living area, toilet, waste treatment site, public space, etc., and implement different epidemic prevention standards for different areas. to achieve physical isolation between regions, and to implement "two points and one line" management of public places and residences.

Strengthen the staff management part of the enterprise, require the enterprise to implement the whole process closed management, do a good job of contactless shift change between employees in different shifts, do a good job of daily health monitoring and registration of all employees, adhere to two tests a day, and do antigen testing in the morning. To strengthen the logistics management and the reserve of epidemic prevention materials, enterprises are required to set up special routes and fixed places for the entry and exit of daily materials in and out of the factory area, and be isolated from other areas, and the supplier vehicle drivers and crew enter the factory area in strict accordance with the requirements of epidemic prevention, enterprises arrange fixed personnel for receiving, loading and unloading, storage, unpacking, disinfection and so on.

Enterprises should do a good job in emergency disposal plans and job security, requiring that in case of emergency, enterprises must control proliferation and spillover to the maximum extent, strengthen communication with local governments, and establish transportation channels for positive personnel. The governments of all districts, streets, towns, and parks should actively support enterprises to return to work and production, guide enterprises to "one enterprise, one policy", set up nucleic acid testing sites and provide testing services, and provide support services for epidemic prevention materials and daily necessities.
