All provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang production and Construction Corps are in charge of industry and information technology, public security departments (bureaus), transportation departments (bureaus and commissions), emergency management departments (bureaus), market supervision bureaus (bureaus), communications administrations of provinces, autonomous regions and municipalities directly under the Central Government, fire and rescue teams, new energy vehicle enterprises and related units:
In order to implement the Development Plan of New Energy vehicle Industry (2021-2035) (State Office issued (2020) No. 39), further consolidate the safety responsibility of new energy vehicle enterprises, and guide enterprises to establish and improve the safety guarantee system, the following suggestions are put forward:
I. overall requirements
Adhere to Xi Jinping's thought of socialism with Chinese characteristics in the new era as a guide, fully, accurately and comprehensively implement the concept of new development, overall development and safety, guide new energy vehicle enterprises to speed up the construction of a systematic, scientific and standardized safety system, and comprehensively enhance the security capabilities of enterprises in safety management mechanism, product quality, operation monitoring, after-sales service, accident response and disposal, network security, etc. Improve the safety level of new energy vehicles and promote the high-quality development of new energy vehicle industry.
Second, improve the safety management mechanism
(1) strengthening organizational support. Enterprises should clarify the departments responsible for the safety management of new energy vehicles and promote the construction of their own safety system as a whole. Establish and improve the product quality and safety responsibility system, and strictly implement the product quality and safety responsibilities of the main responsible persons, responsible persons and relevant business departments. Improve the safety management system norms of product R & D and design, manufacturing, operation monitoring, after-sales service, accident response and handling, network security, etc.
Second, strengthen safety education and training. The enterprise shall establish and improve the safety education and training system, and regularly organize and carry out education and training in quality safety, network safety, fire safety and other aspects, so as to improve the staff's safety awareness and related skills.
Ensuring the quality and safety of products
(3) standardize product safety design. Enterprises should formulate product safety design guidance documents and continuously revise and improve them according to the safety problems exposed by sold vehicles. The safety design guidance document can be subdivided into whole vehicle level, system level and parts level, including but not limited to vehicle functional safety, power battery safety, use and control safety, charging safety, fire safety, network safety and so on.
(4) strengthen supplier management. Enterprises should put forward clear product safety index requirements for key parts suppliers such as power battery, drive motor and vehicle control system, formulate supplier quality system evaluation system, and strengthen supplier evaluation. Encourage key parts suppliers to actively cooperate with the opening of necessary data agreements related to product safety, quality analysis, etc.
(5) strict production quality control. Enterprises should establish a complete production information management system, set up safety and quality monitoring nodes reasonably, and actively improve the ability of on-line detection. Product offline in accordance with the requirements of the standard to carry out water-related sampling inspection, road test sampling inspection, and focus on vehicle insulation, charge and discharge, rain and other tests, test data archiving period is not lower than the expected life cycle of the product.
(6) to improve the safety level of power batteries. The enterprise should actively carry out design coordination with power battery suppliers, continuously optimize the safety matching and thermal management strategy between vehicle and power battery, and clarify the safety boundary of power battery use. improve the safety protection capability of power batteries under the conditions of collision, vibration, extrusion, water immersion, abnormal charge and discharge, etc. Enterprises are encouraged to study the application of real-time monitoring and early warning devices for thermal runaway and early suppression and fire extinguishing measures.
Fourth, improve the efficiency of the monitoring platform
(7) to carry out operational safety monitoring. Enterprises should implement the main responsibility of safety monitoring and build or entrust a third party to establish a safety monitoring platform for the operation of new energy vehicle products (referred to as enterprise monitoring platform). Enterprises should monitor the operation safety status of sold new energy vehicle products in accordance with the agreement with new energy vehicle users, and upload monitoring data in accordance with the requirements of relevant standards to ensure the timeliness, authenticity and validity of the uploaded data. Monitoring data shall not be used in violation of laws and regulations.
(8) strengthen the operation of data analysis and mining. Encourage enterprises to strengthen the analysis and mining of vehicle operation data, sort out regular and universal safety problems and take timely improvement measures to continuously optimize the safety performance of products in different scenarios. Encourage active research and application of advanced safety early warning methods, and constantly improve the safety early warning capability of new energy vehicles.
(9) to establish a mechanism for the investigation of vehicles with hidden dangers. Enterprises are encouraged to strengthen the investigation of hidden dangers in the running safety status of vehicles, track and confirm the safety status of off-line vehicles for a long time, and properly deal with vehicles with hidden dangers such as large-scale gathering and parking and frequent alarms.
Fifth, optimize the after-sales service ability
(10) to strengthen the construction of service outlets. Enterprises should rationally distribute after-sales service outlets and power battery recycling service outlets, constantly improve special testing tools and equipment for new energy vehicles, and enhance the safety service awareness of service personnel. ensure that each service network has the necessary after-sales service and emergency handling capacity. All service outlets should set up independent power battery testing and maintenance areas, implement fire prevention separation measures, and strengthen fire safety management.
(11) optimize maintenance services. Enterprises are encouraged to refine product maintenance items, inform users in time to carry out maintenance, strengthen the quality inspection of key parts during maintenance, and carry out safety hidden danger sampling testing combined with vehicle service life, driving mileage, fault alarm information, etc. find the product safety risks in time and deal with them properly. At the same time, enterprises should disclose the maintenance technical information about their production models in accordance with the law.
(12) to guide consumers to make rational use of vehicles. Encourage enterprises to guide consumers to cultivate good car maintenance habits by means of driving and riding operation manual, video and so on. Clearly inform consumers of safety precautions, guide consumers to familiarize themselves with the boundary of safe use of batteries, possible safety risks of vehicles and common signs of accidents such as fire and combustion, and master the skills of escape and self-rescue. Properly deal with possible safety accidents. Establish and improve the customer file system to ensure timely and accurate determination of defective automobile product scope.
VI. Strengthen the response and handling of accidents
(13) improve emergency response services. Enterprises should establish and improve emergency handling methods and plans for safety accidents of different models and different use scenarios, establish "7 × 24 hours" all-weather accident emergency response channels, and clearly inform consumers of emergency alarm modes. timely and accurate reception of user alarm information, and record and properly deal with, and actively reduce accident losses.
(14) deepen the investigation and analysis of accidents. Enterprises should strengthen accident reports and deepen investigation and analysis. When safety accidents such as fire and combustion of vehicles occur or are suspected to be out of control, enterprises should promptly report and actively cooperate with the accident investigation, thoroughly study and determine the causes of the accidents, and submit vehicle accident data and accident analysis reports timely, completely and accurately in accordance with the relevant requirements.
(15) carry out problem analysis and improvement. Enterprises should focus on the management and control of similar accidents that occur repeatedly on a single vehicle model or on the same product technology platform, and carry out in-depth investigation and cause analysis. Among them, for vehicle accidents caused by design or systematic reasons, measures should be taken to improve the corresponding models to eliminate safety hidden dangers; for vehicle accidents caused by improper operation, a special training plan should be made, and in sales, after-sales service and other links to inform, training.
(16) to perform the legal obligation of recall. Enterprises should strengthen the collection, investigation and analysis of defect clues such as complete vehicles and key parts, and truthfully report the results of investigation and analysis to relevant departments. For products confirmed to have defects, the production and sale shall be stopped immediately, and the recall shall be carried out on its own initiative, so as to earnestly fulfill the legal obligation of recall and ensure the safety of people's lives and property.
VII. Improve the network security system
(17) strengthen network security protection. Enterprises should implement the requirements of key information infrastructure security protection, network security level protection, real-name registration of car-connected network cards, and safety loophole management of automobile products in accordance with the law. Monitor the network security status of vehicles and take effective measures to prevent network attacks, intrusions and other behaviors that endanger network security.
(18) strengthen the protection of data security. Enterprises should earnestly fulfill the obligation of data security protection, establish and improve the whole process data security management system, and take corresponding technical measures and other necessary measures to ensure data security. Enterprises shall, in accordance with the relevant provisions of laws and administrative regulations, carry out data collection, storage, use, processing, transmission, provision, disclosure and other processing activities, as well as data exit security management.
(19) implement the protection of personal information security. Enterprises should deal with personal information in accordance with the provisions of the personal Information Protection Law and relevant laws and regulations, formulate internal management and operation procedures, carry out classified management of personal information, and take corresponding security technical measures such as encryption and de-identification. prevent unauthorized access and personal information disclosure, tampering and loss.
VIII. Organizing and implementing
(20) strengthen implementation. New energy automobile enterprises should enhance the sense of safety responsibility, firmly establish the concept of safety development, speed up the establishment and improvement of enterprise safety system in accordance with this opinion, and improve the ability of product safety guarantee. All parts suppliers, after-sales service and other related enterprises should cooperate to do a good job in the construction of safety system and jointly improve the safety guarantee capability of new energy vehicles.
(21) strengthen overall planning and coordination. The Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Transport, the Ministry of Emergency Management, and the General Administration of Market Supervision will establish a joint working mechanism with relevant departments to form joint efforts to strengthen information sharing and supervision after the event. For enterprises that have major or typical product quality and safety accidents, they will take measures such as interviews, public notification, and ordering rectification within a time limit in accordance with the law. The relevant departments of various localities should, in the light of the actual development of the new energy vehicle industry in the region, guide enterprises to do a good job in implementation in accordance with the spirit of opinions, strengthen daily supervision and inspection in accordance with the law, and jointly do a good job in the safety management of new energy vehicles.
(22) create a good atmosphere. Industry organizations should give full play to the role of industry self-discipline and technical support. Encourage industry organizations to study and establish a product quality and safety evaluation system for new energy automobile enterprises, actively promote advanced models, and timely expose negative cases. Give full play to the role of public opinion supervision to create a good atmosphere for the safety development of new energy vehicles.
