The medium-and long-term Plan for the Development of hydrogen Energy Industry (2021-2035) (hereinafter referred to as "the Plan"), which is issued this time, creates a top-level design for the hydrogen energy industry from the national level, defines the strategic orientation and development goals of hydrogen energy, and puts forward key tasks such as building an innovation system, infrastructure construction, diversified demonstration applications, and improving the security system, which has injected new momentum into the acceleration of the energy revolution, scientific and technological revolution and industrial reform.

I. it is the right time to introduce the top-level design for the development of hydrogen energy industry.

Hydrogen energy is praised by the international community as the most potential clean energy in the 21st century. Hydrogen energy scientific and technological innovation and industrial development continue to be favored by all countries. The United States, Japan and other developed countries have raised hydrogen energy as a national strategy to seize the first opportunity and commanding height of industrial development. Local governments and enterprises in China are also actively promoting the development of hydrogen energy industry. according to industry statistics, many places in China have formulated relevant plans and implementation plans for hydrogen energy industry and other policy documents, and laid out infrastructure such as hydrogen filling stations to promote diversified applications of hydrogen energy such as fuel cell vehicles. At a time when the hydrogen energy industry is budding, the introduction of the "Plan" is in line with the expectations of the industry and points out the direction for the innovation of hydrogen energy science and technology and the high-quality development of the industry. it will further highlight the importance of hydrogen energy as an important carrier for the efficient use of renewable energy, seize the commanding heights of future scientific and technological development, and promote the key medium for industrial low-carbon transformation, which is of great significance to support the realization of the goal of carbon neutralization.

II. Carbon peak carbon neutralization target hydrogen energy will release potential in the energy field

In recent years, hydrogen energy has been increasing in the field of transport energy terminals, accelerating independent research and development around the key core technologies of fuel cells, and gradually carrying out a certain-scale demonstration operation guided by urban passenger transport, logistics and other commercial vehicles. According to relevant reports, Zhangjiakou City, taking the opportunity of serving the Green and low-carbon Winter Olympics, actively developed a hydrogen transportation system represented by fuel cell vehicles, and achieved good demonstration results. At the same time, hydrogen energy, as an ideal medium for collaborative optimization across energy networks, can speed up the construction of multi-energy complementary application ecology and improve the online quality and consumption level of renewable energy power through the integrated development of wind, light, hydrogen and storage. we will effectively promote the green and low-carbon transformation of energy production system and consumption system.

The Plan puts forward four key tasks: systematically constructing an innovation system to support the high-quality development of hydrogen energy industry, comprehensively promoting the construction of hydrogen energy infrastructure, steadily promoting the diversified demonstration and application of hydrogen energy, and speeding up the improvement of hydrogen energy development policy and institutional guarantee system. Under the orderly guidance of the Plan, hydrogen energy is gradually becoming a powerful starting point for innovation and application in key areas such as energy storage, transportation energy transformation, industrial fossil energy substitution, and so on, which will further expand the space for the development of hydrogen energy in China.

Third, the next step should be guided by the "plan" to scientifically promote the healthy and orderly development of the whole hydrogen energy industry chain.

Hydrogen energy industry is a strategic emerging industry facing the future, which needs to give full play to the advantages of China's complete industrial system and energy system, adhere to systematic thinking and do meritorious service for a long time, and strive to take the initiative and win the first opportunity in the global scientific and technological revolution and industrial change.

The first is to speed up the construction of a low-carbon hydrogen energy supply system. It is suggested that the economic and environmental benefits of the development of hydrogen energy industry should be evaluated from the perspective of the whole life cycle. Recently, using industrial by-product hydrogen according to local conditions, without additional carbon emissions, as a start-up resource for the cultivation of hydrogen energy industry, the nearest supply of transportation, industrial, construction and other applications. In the medium and long term, we will speed up the development of hydrogen production from large-scale wind power, photovoltaic, hydropower and other low-carbon energy sources, enhance the key technical capabilities and equipment manufacturing level of hydrogen production, gradually improve the management system and mechanism of distributed hydrogen production, and explore a flexible price mechanism. clean and low-carbon hydrogen energy will be built into the main component of hydrogen source to ensure the green and low-carbon attribute of hydrogen energy from the source.

The second is to continuously improve the efficiency of hydrogen storage and transportation facilities. The western region of China is rich in renewable energy resources, which means that renewable energy hydrogen production resources are also mostly distributed in this region, but the hydrogen energy application market is mainly concentrated in the eastern coastal areas. long-distance transport cost has become one of the problems affecting the economy of hydrogen production from renewable energy. We will study and formulate safe and economical regulations for the management of hydrogen storage and transportation, accelerate the research and development of new long-distance storage and transportation technologies and commercial applications such as low-temperature liquid hydrogen, solid-state hydrogen storage and chemical hydrogen storage, and carry out demonstration of hydrogen transportation in pipeline. gradually enhance the large-scale development capacity of hydrogen production from renewable energy.

The third is to accelerate the release of hydrogen energy and its potential for diversified applications. Make full use of the existing technological basis, give full play to the multiple properties of hydrogen energy, such as high-quality heat sources, efficient reductants and low-carbon chemical raw materials, to promote the use of hydrogen energy instead of fossil energy in transportation, metallurgy, chemical and other fields, and reduce carbon dioxide emissions. At the same time, we will speed up independent research and development of core technologies such as new energy storage and distributed cogeneration, actively play the role of collaborative optimization of hydrogen energy across energy networks, steadily and orderly promote the demonstration and application of hydrogen energy, and promote deep decarbonization in the field of energy and electric power. to achieve comprehensive green and low-carbon development.
