NDRC and NEA: Promoting the Development of Large-Scale and High-Quality of Wind Power and Solar Power during the 14th Five-Year Period

The National Development and Reform Commission and the National Energy Administration issued the 14th Five-Year Plan for Modern Energy System.

SHANGHAI, Mar 22 (SMM) - The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued the 14th Five-Year Plan for Modern Energy System. It calls for comprehensively promoting the development of large-scale and high-quality of wind power and solar power generation, giving priority to local development and utilization, accelerating the construction of distributed wind power and distributed photovoltaic in load centres and surrounding areas, and promoting the application of low-speed wind power technology. The requirements are as follows, firstly, it will promote the centralised development of wind power and photovoltaic power generation in an orderly manner in areas that meet the requirement of wind and solar energy resources, superior construction conditions, sustainable development conditions and regional ecological environment protection. Secondly, it will accelerate the construction of large-scale wind power photovoltaic projects focusing on desert, Gobi and desert areas. Thirdly, it will promote the construction of multi-energy complementary clean energy bases in the upper reaches of the Yellow River, Xinjiang and northern Hebei. Fourthly, it will actively push on the development and utilization of roof photovoltaics in industrial parks and economic development zones, and promote the integrated application of photovoltaic power generation and building. Fifthly, it will demonstrate hydrogen production by wind power and photovoltaic power generation. What’s more, it encourages the construction of offshore wind power bases, the extension of offshore wind power to deep-water offshore areas, and the development of solar thermal power generation.
