According to the spirit of documents such as the interim measures for the Administration of Recycling and Utilization of New Energy vehicle Power Storage Battery, the Management measures for the echelon Utilization of New Energy vehicle Power Storage Battery, the Standardization conditions for the Industry of Comprehensive Utilization of waste Power Storage Battery of New Energy vehicle, and the guidelines for the Construction and Operation of New Energy vehicle Power Battery Recycling Service Network (hereinafter referred to as the Guide), In order to further deepen the pilot work of recycling new energy vehicle power battery, speed up the construction of recycling system, promote the high-quality development of new energy vehicle power battery industry, and promote the healthy development of new energy vehicle industry, our province has organized and carried out the cultivation of regional center enterprises (stations) for the recovery and utilization of new energy vehicle power battery, which has been applied by enterprises, recommended by various cities, and examined by experts. The list of pilot enterprises is hereby published and relevant requirements are put forward.
First, determine Anhui Luwo Recycling Energy Technology Co., Ltd., Anhui Xunying Power Energy Technology Co., Ltd. (United Anhui Guangyuan Science and Technology Development Co., Ltd.) two enterprises as new energy vehicle power battery recycling regional pilot enterprises (stations), the next step should continue to enhance the traceability of information technology, strengthen on-site management, strictly implement the requirements of the guidelines, and play a leading and exemplary role.
2. Determine Hefei Guoxuan High-tech Power Energy Co., Ltd. (United Jianghuai Automobile Group Co., Ltd., Guotou Anhui Urban Resources Recycling Co., Ltd., Wanzhong scrap Automobile Recycling Co., Ltd., Hefei Guoxuan Recycling Technology Co., Ltd.), Wuhu Chery Resources and Technology Co., Ltd. (United Anhui Ruisaike Renewable Resources Technology Co., Ltd.) two enterprises as new energy vehicle power battery recycling regional center preparation enterprises (stations), the next step is not only to carry out construction in accordance with the requirements of pilot enterprises, but also to further strengthen the construction of traceability system, improve the construction of site facilities, standardize storage methods and improve the level of management.
Third, the economic and information departments of all cities should play a leading role, take the initiative to connect with the relevant departments, and do a good job in the daily guidance and services of the pilot project. All relevant departments should, in accordance with their duties, focus on the construction of traceability system, smooth recovery channels, tackling key technical problems, product development, resource utilization and environmental protection, jointly strengthen the supervision and management of enterprises (stations) in regional centers for recycling of power batteries for new energy vehicles, guide enterprises to give full play to the role of regional centers for recycling, and strive to promote the collection and use of batteries. All cities should pay attention to summing up the problems and experience, report the progress of the work to the provincial economic and information department every half a year, and copy it to the relevant departments at the same time.
IV. The pilot period of the regional center enterprise (station) for the recycling of power batteries for new energy vehicles is three years, in which the preparatory enterprises should complete the construction within one year and be included in the on-site examination of the next batch of pilot enterprises. After the completion of the pilot work, the pilot enterprises shall sum up the completion and experience of the pilot, and the economic and information departments of each city shall take the lead in organizing the acceptance assessment together with the relevant departments and submit it to the Provincial Department of economy and Information.
5. All cities should take the construction of regional central enterprises (stations) for the recovery and utilization of power batteries of new energy vehicles as an opportunity to promote the gradual formation of recovery capacity matched with the scale of decommissioning of power batteries of local new energy vehicles. Hefei, Wuhu and other key cities should form a number of well-developed comprehensive utilization enterprises, strengthen the construction of traceability system, and promote the high-quality development of new energy vehicle power battery recycling industry. Help to reach the peak of carbon in the industrial field.
