During the 13th five-year Plan period, China's charging infrastructure has developed by leaps and bounds, the charging technology has improved rapidly, the standard system has been gradually completed, and the industrial ecology has been steadily formed. build a charging infrastructure system with the largest number, the largest radiation area and the most complete service vehicles in the world. However, behind the rapid development, there are still some outstanding problems, such as difficult pile construction in residential community, uneven development of public charging facilities, user charging experience to be improved, industry quality and safety supervision system to be improved, and so on. There is an urgent need to speed up the innovation of related technologies, models and mechanisms to further improve the charging service guarantee capability.

In order to fully implement the Circular of the General Office of the State Council on issuing the Development Plan of New Energy vehicle Industry (2021-2035) (State Office issued (2020) No. 39), support the development of new energy vehicle industry, break through the bottleneck of charging infrastructure development, promote the construction of a new power system, and help achieve the goal of "double carbon", formulate the following implementation suggestions.

By the end of the 14th five-year Plan, the charging guarantee capacity of electric vehicles in China has been further improved, forming a moderately advanced, balanced, intelligent and efficient charging infrastructure system, which can meet the charging needs of more than 20 million electric vehicles.

Speed up the construction and installation of charging facilities in residential communities

(1) to improve the promotion mechanism for the construction of charging facilities in residential communities. Local development and reform, energy departments should strengthen the overall planning and cooperation with housing and urban and rural construction departments, and jointly promote the construction and transformation of charging facilities in residential communities. Residential community management units should actively cooperate with users to install charging facilities and provide necessary assistance. The owners' committee should make clear the specific process of the construction of charging facilities in the property service area according to its own reality.

(2) to promote the construction of charging facilities in existing residential communities. The departments of development and reform, energy, housing and urban and rural construction in various localities should formulate action plans for the construction and transformation of charging facilities in existing residential communities, and clarify the action objectives, key tasks and promotion time sequence, combined with the transformation of old urban residential areas and the construction of urban residential communities to promote according to local conditions. For those who have the installation conditions, the residential community should build a certain proportion of public charging parking spaces and establish a time-sharing mechanism for charging parking spaces, so as to create conditions for users to charge.

(3) strictly implement the requirements for the allocation and construction of new residential communities. The newly built residential community should ensure that 100% of the fixed parking spaces are built with charging facilities or reserved installation conditions. When reserving installation conditions, it is necessary to build power supply facilities such as pipelines and bridges to parking spaces to meet the needs of direct meter connection. The relevant departments of various localities shall supervise in accordance with the law in the planning, approval and completion acceptance of new housing projects.

(4) innovate the business model of charging service in residential community. Charging operators or residential community management units are encouraged to accept the entrustment of the owners to carry out the "unified construction and management" of charging facilities in residential communities, and to provide paid services such as the construction, operation and maintenance of charging facilities, improve the safety management level of charging facilities and the proportion of green electricity consumption. New models such as "sharing of nearby parking spaces" and "one more car" are encouraged.

Second, improve the guarantee capacity of recharging and changing electricity in urban and rural areas.

(5) to establish and improve the working mechanism of planning. The development and reform and energy departments of various localities should, in conjunction with the departments of industry and information technology, natural resources, housing and urban and rural construction, and transportation, scientifically formulate special plans for provincial charging infrastructure during the 14th five-year Plan, and guide prefectures and cities to draw up layout plans with districts and counties as basic units. Priority should be given to the use of land resources such as stock parking lots, and the demonstration of public charging stations built by means of new land supply should be strengthened. The contents related to layout, land use and use control should be well linked up with the relevant planning.

(6) optimize the layout of urban public charging network construction. Further optimize the layout of public charging network in central urban areas, strengthen the construction of public charging facilities in peripheral urban areas, change power stations according to local conditions, and enhance the guarantee capacity of public charging services. Fully consider the charging needs of special vehicles such as public transportation, rental and logistics, and build special charging stations combined with parking stations. Charging operators are encouraged to gradually increase the proportion of fast filling piles by means of new construction, reconstruction, capacity expansion, relocation and so on.

(7) strengthen the layout of charging networks in counties and townships. In accordance with the relevant requirements of comprehensively promoting rural revitalization, combined with promoting the urbanization construction with county towns as an important carrier, we should speed up to make up for the shortcomings in the construction of charging infrastructure in counties and townships, and speed up the realization of "county-wide coverage" of electric vehicle charging stations and "full coverage of townships and townships" by charging piles. Priority shall be given to the allocation of public charging facilities in enterprises and institutions, commercial buildings, transportation hubs, public parking lots and other places.

(8) to speed up the effective coverage of expressway fast charging network. We will speed up the formulation of a phased coverage plan for the fast charging network of expressways in various provinces. Clarify the standards and specifications for the construction of expressway quick-charging stations, bring them into the scope of supporting infrastructure in expressway service areas, strengthen the management of project establishment and acceptance of expressway quick-charging stations, and do a good job in the guarantee of construction land and supporting power supply. By 2025, the coverage rate of fast charging stations in the national ecological civilization experimental area and key areas for the prevention and control of air pollution will not be less than 80%, and that in other areas will not be less than 60%.

(9) to improve the charging guarantee within the unit and the park. Government organs, enterprises, institutions, industrial parks and other internal parking lots will speed up the construction of corresponding proportion charging facilities or reserve construction and installation conditions to meet the charging needs of official cars and employees' private cars. Encourage units and charging piles inside the park to open to the outside world, and further enhance the supply capacity of public charging.

Third, strengthen the research and application of new technologies such as vehicle network interaction.

(10) to promote the technological innovation and pilot demonstration of vehicle network interaction. We will support Electroweb enterprises in conjunction with automobile enterprises in the upper and lower reaches of the industrial chain to create an innovation platform for the integration of new energy vehicles and smart energy, carry out cross-industry joint innovation and technology research and development, and accelerate the construction of a vehicle-network interaction test and standardization system. We will actively promote pilot demonstration, explore the implementation path for new energy vehicles to participate in the spot electricity market, and study and improve the trading and dispatching mechanism for new energy vehicles to consume and store green electricity. Explore the unit and the internal charging facilities of the park to carry out the integrated pilot application of "optical storage, charging and release".

(11) encourage the promotion of intelligent and orderly charging. Local development and reform, energy departments should guide residents to participate in intelligent orderly charging, speed up the construction of intelligent orderly charging demonstration areas, and gradually increase the proportion of intelligent orderly charging pile construction. Local price departments should do a good job in the implementation of the peak-valley electricity price policy for charging facilities. We will encourage intelligent and orderly charging to be included in the functional scope of charging piles and new energy vehicle products, and speed up the formation of a unified standard for the industry.

(12) to strengthen the technological innovation and standard support of recharging electricity. Speed up the formulation, promotion and application of high-power charging standards, strengthen cross-industry cooperation, and promote the coordinated upgrading of all parties in the industry. Promote the research and development of new technologies such as wireless charging and automatic unmanned charging. Promote the formation of unified power exchange standards in the main application fields, and improve the safety, reliability and economy of the power exchange mode. Improve the data exchange standards between new energy vehicle batteries and charging facilities.

(13) to speed up the popularization and application of the power exchange mode. Around the mine, port, urban transfer and other scenes, support the construction of special exchange power stations, speed up the exploration and promotion of vehicle-electricity separation mode, and promote the electric transformation of heavy trucks and internal collection cards in the port. Explore the shared power exchange mode in the fields of rental, logistics and transportation, and optimize and improve the shared power exchange service.

IV. Strengthen charging facilities, operation and network services

(14) strengthen the operation and maintenance of charging equipment and the maintenance of charging order. Charging operators should improve the charging equipment operation and maintenance system, through intelligent and digital means to improve equipment availability and fault handling capacity. Encourage parking and charging operators to innovate technology and management measures, guide fuel vehicles and new energy vehicles to park separately, and maintain a good charging order.

(15) to enhance the experience of public charging network service. We will accelerate the interconnection of charging operation enterprise platforms, achieve information sharing and cross-platform and multi-channel payment and settlement, and enhance charging convenience and user experience. We will encourage innovative models such as parking and charging integration, realize the interconnection of parking and charging data and information, and implement beneficial measures such as parking concessions for rechargeable vehicles.

V. do a good job in supporting Electroweb construction and power supply services

(16) strengthen the guarantee of supporting the construction of the Electroweb. Electroweb enterprises should do a good job in the connection between Electroweb planning and charging facilities planning, increase investment in supporting Electroweb construction, and reasonably reserve the guarantee capacity of high-voltage and high-power charging. Local departments of natural resources, housing and urban and rural construction should guarantee the resources such as Electroweb construction land and corridor space supporting charging facilities, and increase the coordination and promotion of project construction.

(17) strengthen supporting power supply services and supervision. Electroweb enterprises should comprehensively improve the service level of "access to electricity", optimize online power security services, implement the "three zero" and "three provinces" service measures, provide contractual services for charging operation enterprises and personal business processing, and implement time-limited completion. The dispatched offices of the State Energy Administration should strengthen supervision over the implementation of power supply and price policies, cooperate with local government market regulatory departments to standardize the behavior of switching to power supply, and do a good job in ensuring supporting power supply services.

VI. Strengthen quality and safety supervision

(18) to establish and improve the supervision system of the industry. Promote the establishment of charging equipment product quality certification operator credit system. We will establish an exit mechanism for "zombie enterprises" and "zombie piles" to support the merger and reorganization of superior enterprises and make them bigger and stronger. Strictly comply with the requirements of "three management and three necessities" and implement the safety responsibilities of all parties. Strengthen the product quality and safety responsibility of automobile, battery and charging facilities manufacturing enterprises, and strictly check the construction and installation quality and safety of construction, design, construction and supervision units. The construction and installation of charging facilities in gas stations and gas stations shall be arranged in the auxiliary service area. Charging facility owners, residential community management units and after-sales maintenance units should strengthen the safety management of charging facilities to find and eliminate hidden dangers in time. The local departments of energy, housing, urban and rural construction and fire control shall, in combination with their duties, strengthen the supervision and management of fire safety in supporting power supply, planning and construction, and centralized charging places. Establish and improve the safety management mechanism at all levels, strengthen the safety supervision of the operation of charging facilities, and strengthen the safety management of community electricity consumption. Establish a mechanism for the investigation and handling of fire accidents and traceability, and encourage the promotion and application of relevant safety liability insurance.

(19) to speed up the establishment of a supervision platform system at the national, provincial and municipal levels. We will expand the scope of the supervision platform to cover cities, gradually build a supervision platform system for national, provincial and municipal charging facilities with vertical connectivity and horizontal coordination, and improve the functions of data services, safety supervision and operation analysis. we will promote the exchange and sharing of cross-platform security early warning information. Speed up the data fusion of the charging facilities supervision platform and the new energy vehicle monitoring platform, and explore the construction of an integrated supervision system of vehicles and piles. The government regulatory platform should maintain a fair position and regularly release to the public the operation of the province's charging infrastructure.

VII. Increase financial and financial support

(20) optimize the policy of financial support. Give financial support to the construction of charging piles as public facilities. Encourage local governments to establish operation subsidy standards linked to service quality, and further tilt towards high-quality stations. Encourage local governments to strengthen subsidies for demonstration facilities such as high-power charging and vehicle-network interaction to promote the transformation and upgrading of the industry.

(21) improve the capacity of financial services. We will make innovative use of financial instruments such as special bonds and funds, with emphasis on supporting charging facilities and supporting Electroweb construction and renovation projects. All kinds of financial institutions are encouraged to provide financial support for the construction of charging facilities through various channels. Insurance institutions are encouraged to develop insurance products suitable for charging facilities.

All relevant units are requested to strictly implement the division of responsibilities in accordance with the above requirements and improve the relevant management mechanism according to the actual conditions of the region. This implementation opinion shall enter into force as of the date of issuance and shall be valid for 5 years.
