National fixed asset investment (excluding farmers) will increase by 4.9% in 2021.

[national fixed asset investment (excluding rural households) increased by 4.9% in 2021] from January to December 2021, national fixed asset investment (excluding rural households) totaled 54.4547 trillion yuan, an increase of 4.9% over the previous year, and an increase of 8.0% over January-December 2019, with an average increase of 3.9% over two years. Of this total, private investment in fixed assets totaled 30.7659 trillion yuan, an increase of 7.0 percent over the previous year. From a month-on-month point of view, fixed asset investment (excluding farmers) increased by 0.22% in December.

From January to December of 2021, national fixed asset investment (excluding farmers) totaled 54.4547 trillion yuan, an increase of 4.9 percent over the previous year, an increase of 8.0 percent over January to December 2019, with an average increase of 3.9 percent over two years. Of this total, private investment in fixed assets totaled 30.7659 trillion yuan, an increase of 7.0 percent over the previous year. From a month-on-month point of view, fixed asset investment (excluding farmers) increased by 0.22% in December.

In terms of sub-industries, the investment in the primary industry was 1.4275 trillion yuan, up 9.1 percent over the previous year; the investment in the secondary industry was 16.7395 trillion yuan, up 11.3 percent; and the investment in the tertiary industry was 36.2877 trillion yuan, up 2.1 percent.

In the secondary industry, industrial investment increased by 11.4% over the previous year. Of this total, investment in the mining industry increased by 10.9 per cent, investment in the manufacturing sector increased by 13.5 per cent, and investment in power, heat, gas and water production and supply increased by 1.1 per cent.

In the tertiary industry, infrastructure investment (excluding electricity, heat, gas and water production and supply) increased by 0.4% over the previous year. Of this total, investment in water conservancy management industry increased by 1.3%, investment in public facilities management industry decreased by 1.3%, investment in road transport industry decreased by 1.2%, and investment in railway transport industry decreased by 1.8%.

In terms of regions, investment in the eastern region increased by 6.4% over the previous year, investment in the central region increased by 10.2%, investment in the western region increased by 3.9%, and investment in the northeast region increased by 5.7%.

According to the type of registration, investment by domestic enterprises increased by 4.7% over the previous year, investment by Hong Kong, Macao and Taiwan enterprises increased by 16.4%, and investment by foreign enterprises increased by 5.0%.

1. Index interpretation

Fixed asset investment (excluding farmers): a general term for the amount of work and related costs of construction and purchase of fixed assets completed in a certain period of time in the form of currency.

State holding: in the total paid-in capital of the enterprise, the paid-in capital (equity) owned by the investors of the state-owned economy accounts for more than 50% of the total paid-in capital (equity) of the enterprise.

Of the total paid-in capital of the enterprise, although the proportion of paid-up capital (equity) owned by the investor of the state-owned economic component is not more than 50%, it is relatively larger than the state-owned relative holding of the proportion of the investor of any other economic component; or, although not larger than other economic sectors, but according to the agreement has the actual control of the enterprise holding.

The investment parties each account for 50% of the enterprises, and it is not clear who absolutely controls the enterprises. if one of the parties is a member of the state-owned economy, they will all be treated as state-owned holdings.

The investment projects of administrative and public institutions are controlled by the state.

Types of registration: the classification of the types of enterprise registration is based on the types of enterprise registration jointly issued by the State Bureau of Statistics and the State Administration of Market Supervision and Administration (Guozi (2011) No. 86) in accordance with the notice on the Adjustment of regulations on the Division of Enterprise Registration types jointly issued by the State Bureau of Statistics and the State Administration of Market Supervision and Administration. The classification of individual business registration types is carried out in accordance with the relevant provisions of the National Bureau of Statistics and in accordance with the notice of the National Bureau of Statistics on the Classification and Code of individual Business Registration types (State Unification Office (1999) No. 2).

According to the statistical statement system of investment in fixed assets, all grass-roots statistical units are required to fill in the type of registration. The type of registration shall be reported by enterprises or self-employed units engaged in fixed assets investment activities. Those who have been registered with the market supervision and administration department shall be reported according to the type of registration, and those that have not been registered shall be reported in accordance with the registration type of the investor or the provisions of the relevant documents.

Among them, domestic enterprises include state-owned enterprises, collective enterprises, joint stock cooperative enterprises, joint venture enterprises, limited liability companies, joint stock limited companies, private enterprises and other enterprises.

Hong Kong, Macao and Taiwan investment enterprises include joint ventures, contractual joint ventures, wholly owned enterprises by Hong Kong, Macao and Taiwan businessmen, Hong Kong, Macao and Taiwan businessmen Investment Co., Ltd., and other Hong Kong, Macao and Taiwan investment enterprises.

Foreign-invested enterprises include Chinese-foreign equity joint ventures, Chinese-foreign contractual joint ventures, foreign-funded enterprises, foreign-invested joint stock limited companies and other foreign-invested enterprises.

3. Investigation method

The statistical statement of investment in fixed assets shall conduct a comprehensive survey on a monthly basis (data in January shall be exempted).

4. Division of eastern, central, western and northeast regions

The eastern region includes 10 provinces (cities) of Beijing, Tianjin, Hebei, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong and Hainan; the central region includes 6 provinces (cities) of Shanxi, Anhui, Jiangxi, Henan, Hubei and Hunan; the western region includes 12 provinces (municipalities and autonomous regions) of Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang. The northeast region includes three provinces: Liaoning, Jilin and Heilongjiang.

5. Industry classification standard

Implement the industry classification standard of the national economy (GB/T 4754-2017).

6. Month-on-month data revision

According to the automatic correction program of the seasonal adjustment model, the month-on-month growth rate of fixed asset investment (excluding farmers) since December 2020 is revised. The revised results and month-on-month data for December 2021 are as follows:

7. Year-on-year growth rate shows

According to the regulations of statistical law enforcement inspection and statistical investigation, the data of fixed assets investment in the same period last year are revised, and the growth rate is calculated according to a comparable caliber.

The two-year average growth rate refers to the growth rate calculated by the geometric average method based on the corresponding period in 2019.

[SMM Flash] Amigo Resources reported independent laboratory results from selected Tanzanian material showing combined PGM values of 6.94–7.07 ppm, alongside residual gold values of 3.27–3.47 ppm. The company said it is assessing the integration of proprietary PGM concentration technology into its processing flowsheets to target recovery from gravity tailings and other residual material. Amigo is also evaluating a pyrometallurgical copper-matte treatment route and has mobilised a small-scale furnace for further testwork.​ The programme could potentially establish PGMs as a recoverable by-product from Amigo's Tanzanian polymetallic material if subsequent metallurgical work demonstrates viable recoveries. However, the reported grades relate to selected test material and processing studies and do not constitute a compliant Mineral Resource, reserve or evidence of commercial-scale PGM production. Further metallurgical testing will therefore be important in determining whether the reported PGM content can translate into an economically recoverable product stream.

[SMM Flash] Pan Global Resources has reported additional drilling results from its 100%-owned Cármenes Project in northern Spain, identifying platinum and palladium within a broader gold-copper-nickel-cobalt mineralised system. Hole PVD15 intersected 15 m grading 3.90 g/t gold, 0.04% copper, 0.11% nickel and 0.12% cobalt from surface, including an 8 m interval grading 0.50 g/t platinum and 0.28 g/t palladium. Within this interval, one metre returned 1.39 g/t platinum and 0.74 g/t palladium, equivalent to 2.13 g/t Pt+Pd. The mineralisation extends beyond the historical Providencia mine workings and remains open along strike and at depth, according to the company. The results provide further evidence of PGM mineralisation within the Cármenes polymetallic system and could potentially add platinum and palladium credits to the project's mineral inventory. However, the reported intersections are exploration results and do not represent a Mineral Resource, reserve or future production estimate.
