The specific objectives are as follows:

First, the level of high-end supply continues to improve. Break through a number of key basic materials in key strategic areas. The intensity of R & D investment in key industries has reached more than 1.5%, and we have mastered a number of key core technologies in the industry.

Second, the level of structural rationalization continues to improve. The production capacity of bulk products of crude steel, cement and other key raw materials has only decreased but not increased. Form 5-10 leading enterprises in the industrial chain with ecological dominance and core competitiveness. More than 5 world-class advanced manufacturing clusters have been formed in the field of raw materials.

Third, the level of green development has been greatly improved. The comprehensive energy consumption per ton of steel is reduced by 2%, the energy consumption per unit clinker of cement products is reduced by 3.7%, and the carbon emission of electrolytic aluminum is reduced by 5%. The emission intensity and total amount of pollutants per unit output value of key industries have both declined. The comprehensive utilization rate of solid wastes such as industrial waste residue has been further improved.

Fourth, the effect of industrial digital transformation is prominent. The maturity of intelligent manufacturing capability level 3 and above is more than 20%, and the numerical control rate of key processes is more than 70%. Build more than 100 intelligent manufacturing demonstration factories and more than 10 industrial Internet platforms.

Fifth, the foundation for the security of the system is more solid. The self-controllable level of key production technology and equipment in key industries has been greatly improved, and the breakpoint blocking point of the industrial chain has been significantly reduced. The relocation and transformation of hazardous chemical production enterprises in densely populated urban areas has been completed in an all-round way.

Centering on the development goals, the Plan puts forward five key tasks such as high-end, rationalization, greening, digitization and security from five aspects: supply level, industrial structure, green and low carbon, digital transformation, and industrial security.

Among them, for the non-ferrous metals industry, the Plan requires to promote the research and development of new technologies such as mechanical tunneling and continuous mining, green and efficient mining of ion-adsorbed rare earth ores, efficient utilization of resources such as rare earth polymetallic ores and lithium in salt lakes, material recycling in the process of extraction and separation, ultra-high purity metals and target preparation. Promote the engineering of intelligent manufacturing technologies such as high cleanliness and high homogenization metallurgy, high-performance alloy short-flow preparation, high-performance rare earth permanent magnet material selection precision infiltration, intelligent unmanned mining, mine safety management Internet of things and cloud services, artificial intelligence batching and scheduling, virtual simulation of key processes, smelting separation on-line monitoring and intelligent process control, and machine vision quality inspection. We will promote the industrial application of technologies such as efficient separation and pre-separation of low-grade complex ores, efficient comprehensive utilization of tailings and red mud, harmless disposal of harmful components such as fluorine and arsenic, and balanced utilization of high abundance rare earth elements.

In terms of expanding diversified supply channels of resources, the Plan proposes to develop "urban mining" resources, support advantageous enterprises to establish large-scale scrap and recycled aluminum, copper, lithium, nickel, cobalt, tungsten, molybdenum and other recovery bases and industrial agglomeration areas, and promote the integrated development of recycling, disassembly, processing, classification and distribution of recycled metals. To build a mineral resources reserve system with the joint participation of the state and enterprises and the combination of product reserves and resource land reserves. We will improve the ore trading market system and form an open, transparent, fair and reasonable pricing mechanism.
