On December 31, 2021, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Development and Reform Commission issued the Circular on the Financial subsidy Policy for the Popularization and Application of New Energy vehicles in 2022, as follows:

Departments (bureaus) of finance, departments in charge of industry and information technology, departments of science and technology (bureaus, science and technology commissions) and development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government and municipalities separately listed on the State plan:

In order to further support the high-quality development of the new energy vehicle industry and do a good job in the promotion and application of new energy vehicles, the relevant matters concerning the financial subsidy policy for the promotion and application of new energy vehicles in 2022 are hereby notified as follows:

First, maintain the stability of the technical index system and persist in smoothing the decline of subsidies.

In order to create a stable policy environment, the framework and threshold requirements of the current technical index system for purchase subsidies will remain unchanged in 2022. According to the notice of the Development and Reform Commission of the Ministry of Industry and Information Technology of the Ministry of Finance on improving the financial subsidy policy for the promotion and application of new energy vehicles (Caijian (2020) No. 86), in 2022, the subsidy standard for new energy vehicles will decline by 30% on the basis of 2021; For vehicles that meet the requirements in urban public transport, road passenger transport, rental (including ride-hailing), sanitation, urban logistics and distribution, postal express delivery, civil aviation airports and the official fields of party and government organs, the subsidy standard will be reduced by 20% on the basis of 2021.

Second, make clear the termination date of the policy and do a good job in the closing of the policy.

According to the "Circular of the Development and Reform Commission of the Ministry of Industry and Information Technology of the Ministry of Finance on improving the Financial subsidy Policy for the Popularization and Application of New Energy vehicles" (Caijian (2020) No. 86) "Comprehensive technological progress, economies of scale and other factors, extend the implementation period of the financial subsidy policy for the promotion and application of new energy vehicles until the end of 2022", in order to maintain the good development momentum of the new energy vehicle industry, Considering the factors such as the development planning of the new energy vehicle industry, the market sales trend and the smooth transition of enterprises, the subsidy policy for the purchase of new energy vehicles in 2022 will end on December 31, 2022, and vehicles licensed after December 31 in 2022 will no longer be subsidized. At the same time, we will continue to strengthen the audit and do a good job in the liquidation and completion of the promotion vehicles in the previous year.

Third, strengthen the supervision and guidance of product safety to ensure quality and information security

We will improve the safety supervision system of new energy vehicles and further consolidate the main responsibility of new energy vehicle manufacturers. Guide enterprises to improve the safety management mechanism, strengthen the ability of product quality assurance, and meet the national management requirements on automobile data security, network security, online upgrade and so on. Improve the efficiency of enterprise monitoring platform, improve the ability of after-sales service, and do a good job in accident emergency response. The Ministry of Industry and Information Technology, in conjunction with relevant departments, establishes an inter-departmental information sharing mechanism, regularly collects information on fires and major accidents, and speeds up the establishment of a vehicle accident reporting system. For those who conceal accident information and do not cooperate with the investigation, the subsidy qualification for the vehicle models involved shall be suspended or cancelled according to the seriousness of the circumstances.

This circular shall enter into force as of January 1, 2022. Matters not specified in this circular, Continue in accordance with the Circular on the examination and approval responsibility for the Popularization and Application of New Energy vehicles issued by the Ministry of Finance and relevant departments (Caijian (2016) 877), the Circular on adjusting the Financial subsidy Policy for the Popularization and Application of New Energy vehicles (Caijian (2016) No. 958), the Circular on adjusting and perfecting the Financial subsidy Policy for the Popularization and Application of New Energy vehicles (Caijian (2018) 18), Notice on further improving the Financial subsidy Policy for the Popularization and Application of New Energy vehicles (Caijian (2019) 138), notice on supporting the Popularization and Application of New Energy buses (Caijian (2019) 213), notice on improving the Financial subsidy Policy for the Popularization and Application of New Energy vehicles (Caijian (2020) 86), The Circular on further improving the Financial subsidy Policy for the Promotion and Application of New Energy vehicles (Caijian (2020) No. 593and other relevant documents are implemented.
