At the press conference of the 13th China Baotou rare Earth Industry Forum held on December 12, Zhang Rui, deputy secretary of the Baotou Municipal CPC Committee and mayor, said that as an important producing area of rare earth resources in the world, Baotou will expand and strengthen the rare earth industry chain during the 14th five-year Plan period. strive to build the country's largest deep processing base for rare earth magnetic materials and create "the most influential magnetic valley in the world".

Baotou City proposed to create a "world magnetic valley" is not groundless, it has three conditions: first, huge reserves of rare earth resources. Baotou Baiyun Obo Mine is the world's largest rare earth mine, with proven rare earth reserves of 43.5 million tons, accounting for 83.7% of the national total and 37.8% of the global total. It is a rare all-rare earth ore in the world.

Second, the foundation of industrial development is solid. There are 141 rare earth enterprises of all kinds and 47 enterprises above scale in Baotou, forming a complete industrial chain and industrial system, realizing the full coverage of the rare earth functional materials industry, and constantly expanding the "rare earth +" industry to high-end fields. the terminal application has realized industrialization.

Third, the layout of industrial clusters is perfect. In recent years, Baotou has focused on the construction of five major parks: Bayan Obo-Damao Mining and Separation Park, Baotou rare Earth Separation Park, Baotou Jiuyuan Metal Park, High-tech Zone rare Earth Application Industrial Park, and Baotou rare Earth Alloy Park, constantly optimizing the layout of rare earth industrial clusters.

In addition, in April, Baotou issued the "optimal Policy for rare Earth Industry"-- "Baotou City supporting Policy for promoting the Development of New rare Earth Materials and Applied Industries". It has determined the policy measures in the following seven aspects: land reward and subsidy, investment reward and subsidy, raw material supply reward and subsidy, electricity price discount, research and development and application of new technology reward and subsidy, financial support reward and subsidy, and fiscal and tax award subsidy. It has further optimized the policy environment for promoting the high-quality development of the rare earth industry during the 14th five-year Plan period, and encouraged enterprises to develop to a wider field and a higher level.

All these have undoubtedly laid a solid foundation for Baotou to build a "world magnetic valley". Compared with other regions, Baotou has indeed ushered in an important opportunity. Industry is the "magnetic valley", and the key is the "valley". To build the "world magnetic valley" is to build a "valley" industrial ecology that integrates the innovative elements of the rare earth industry. "Valley" is about to realize the agglomeration of high-end technology, high-end talents, high-end industry and high-end finance of rare earth magnetic materials.

As a sunrise industry, the rare earth industry needs technological breakthroughs as a support for every step forward. In order to build a "world magnetic valley" in Baotou, in the final analysis, we must increase the intensity of technological innovation, actively extend the industrial chain, deploy the innovation chain around the industrial chain, and lay out the industrial chain around the innovation chain. take the strategic layout of innovation elements as an important starting point to lead the agglomeration of industrial elements, the reshaping of industrial ecology and the integration of production and cities, break through the technical bottlenecks restricting industrial development, and open up the development path of industry from low-end to high-end.

Building a "world magnetic valley" is a dynamic process, and there is no solidified routine in the choice of its mode and path. In the process of implementation, Baotou should dare to break the convention and achieve innovative development, because every element involved can not be easily obtained.
