Ningxia publishes the guiding catalogue of industrial structure adjustment for double control of energy consumption (for trial implementation)

Recently, with the consent of the people's Government of the Autonomous region, the Development and Reform Commission of the Autonomous region and the Department of Industry and Information Technology jointly issued the guidance Catalog for Industrial structure Adjustment of double Control of Energy consumption in Ningxia Hui Autonomous region (hereinafter referred to as the "catalogue"). The aim is to raise the standards for the prohibition, restriction and elimination of industries with high energy consumption and high emissions, in order to improve the level of energy utilization and speed up the withdrawal of high-consumption and inefficient production capacity. It plays an important role in curbing the blind development of the "two high" projects and promoting the transformation and upgrading of the industrial structure. This is a concrete implementation measure for the "Ningxia Hui Autonomous region double Control of Energy consumption three-year Action Plan" issued by the General Office of the Party Committee and the Government of the Autonomous region.

The management measures proposed in the catalogue are divided into 15 prohibited categories, 9 restricted categories and 13 elimination categories, covering two major categories (manufacturing and electricity, heat, gas and water production, and supply). Seven industries (oil, coal and other fuel processing industry, chemical raw materials and chemical products manufacturing, non-metallic mineral products industry, ferrous metal smelting and Calendering processing industry, non-ferrous metal smelting and Calendering processing industry, electric power, thermal production and supply industry, and fabricated metal products industry).

In the next step, the Development and Reform Commission of the autonomous region, together with relevant departments, will establish a joint meeting mechanism, in accordance with the division of responsibilities, step up efforts to improve relevant supporting measures, and carry out all kinds of work in an orderly manner to ensure that the catalogue is effective as soon as possible.
