SHANGHAI, Dec 3 – The Ministry of Industry and Information Technology issued a notice on the "Fourteenth Five-Year Plan for Industrial Green Development” on December 3.

In the column of “Efficient Resource Utilisation Promotion Project", the recycling of renewable resources is mentioned.

China will build large-scale integrated centres for the environmental friendly sorting, treatment, and distribution of iron&steel scrap and non-ferrous metal scrap, in order to raise the recycling ratio of strategic metal resource such as copper, aluminium, cobalt, and lithium.

At the same time, the Plan also puts forward certain goals for the recycling and utilisation of renewable resources in 2025. As of 2025, China will strive to recycle and re-use 320 million mt of steel scrap, 60 million mt of waste paper, and 20 million mt of non-ferrous metals scrap.

The output of secondary copper, secondary aluminium, and secondary lead with reach 4 million mt, 11.5 million mt, and 2.9 million mt respectively.

[SMM Analysis: US Refined Copper Tariff Uncertainty Returns—What Does It Mean for Global Copper Scrap?] US refined copper tariff uncertainty is reshaping global copper flows. If tariffs proceed, a wider COMEX-LME spread could draw more cathode into the US and support scrap demand elsewhere. If delayed or cancelled, the spread may narrow and weaken scrap payabilities. However, low global scrap inventories and tight VAT-invoiced supply in China make a sharp correction unlikely.

[SMM Steel] Indian HRC Export Offers Hold Firm as European Buyers Resist Higher Prices
[India Export] Indian HRC export indications for Europe remained at 590–600USD/tonne FOB India on September 11, with European discussions continuing at 695–700USD/tonne CFR. Some sellers mentioned 715USD/tonne CFR North Europe, but no transaction was confirmed at that level. Indian sellers held their position as reduced European spot availability, higher energy costs and expectations of seasonal production cuts supported regional mill pricing. Northern European HRC prices were around 730–750EUR/tonne EXW, while offers at 770EUR/tonne EXW continued to meet buyer resistance. Italian HRC prices were around 720–730EUR/tonne EXW, although trading remained limited as downstream buyers adopted a wait-and-see approach. Firm European domestic values consequently supported Indian export indications, but subdued spot activity, quota exposure and uncertainty over customs-clearance timing kept importers selective at the upper end of the CFR range.
