It is suggested that the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Natural Resources and other ministries agree to further integrate Sichuan Jinpanxi rare Earth Group, establish Sichuan rare Earth Group and bring it into the management of National rare Earth Group. It is suggested that the rare earth smelting separation index in Sichuan should be tilted, the rare earth mining index should be increased by 20,000 tons per year, and the smelting separation index should be increased by 30,000 tons per year, so as to realize the matching of mining and smelting separation, and to cover the production capacity of rare earth smelting enterprises in the region. improve the local conversion rate of rare earth resources.

Second, to support technological research in key areas of vanadium, titanium and rare earths. In 2015, with the support of the Provincial Department of Science and Technology, the Liangshan rare Earth Industry Technology Research Institute was established. Because the research institute is a non-profit social organization, it is difficult to exert effective support after a few years of operation due to capital, technology and other problems of the undertaking enterprises. It is suggested that the academician support group should be established at the national level, strive for national defense military enterprises to set up research and development institutions in Liangshan, organize and integrate national scientific and technological forces to participate in tackling key scientific and technological problems in the comprehensive utilization of vanadium, titanium and rare earths, and make Liangshan a local transformation and processing center of domestic resources in Sichuan Province, and plan supporting downstream industries.

Third, tilt the index of energy consumption increment. In the process of smelting separation of vanadium, titanium and rare earth strategic resources and the development of deep processing industry, the energy consumption is relatively high, it is difficult to complete the energy consumption increment target of the "14th five-year Plan", and the space for local government increment index is limited. The energy saving examination and approval of the proposed new projects is suspended or suspended, resulting in delays in the preliminary work of the project. It is suggested that when allocating the energy consumption increment index of the city (state), the Provincial Development and Reform Commission should take into account the development needs of vanadium, titanium and rare earth industry, tilt some of the indicators in our state, and consider the contribution of clean energy in reducing carbon emissions in our state. the clean energy reduction carbon emission index will be rewarded to our state as an incremental index.
