In order to give full play to the leverage of electricity price, reduce carbon emission intensity, and promote the green and low-carbon development of the electrolytic aluminum industry, the Circular of the National Development and Reform Commission on perfecting the ladder electricity Price Policy of the Electrolytic Aluminum Industry (Development and Reform Price (2021) No. 1239) is forwarded to you, and combined with the reality of Yunnan Province, put forward the following requirements, please implement them together.
I. strictly implement the policy of tiered electricity price grading and price increase
Since January 1, 2022, the ladder electricity price standard for electrolytic aluminum enterprises in Yunnan Province shall be implemented in accordance with the grading and price increase standards stipulated in the Circular of the National Development and Reform Commission on perfecting the ladder electricity Price Policy of the Electrolytic Aluminum Industry (Development and Reform Price (2021) No. 1239).
II. It is strictly forbidden to implement preferential electricity price policy for electrolytic aluminum industry.
The preferential electricity price policy for the electrolytic aluminum industry that has been implemented and organized throughout the province will be cancelled immediately. As of September 1, 2021, The total electricity prices of electrolytic aluminum enterprises are no longer in accordance with the notice of Yunnan Provincial Development and Reform Commission Yunnan Provincial Price Bureau Yunnan Provincial Energy Bureau on issuing and implementing the Special Power consumption Plan for promoting the Integrated Development of Hydropower and Aluminum Materials at excellent prices (Yunfa Reform Industry (2018) No. 80), The price mechanism has been formed in the Circular of Yunnan Energy Bureau of Yunnan Development and Reform Commission on matters related to the clarification of the main body and the scale of abandoned water electricity consumption (Yunfa Reform Price (2020) 507), Its electricity price is formed by electricity market transaction in accordance with the law and regulations.
All states (cities) should strictly implement the national electricity price policy, strictly prohibit the introduction of preferential electricity price policy, and comprehensively clean up and cancel various forms of preferential electricity price policy and measures.
III. Other matters
The Provincial Development and Reform Commission, together with the Provincial Department of Industry and Information Technology, and other relevant departments, carry out special energy-saving supervision over all electrolytic aluminum enterprises in the province. According to the results of energy-saving supervision, the Provincial Development and Reform Commission determines the list of electrolytic aluminum enterprises that should implement step-by-step electricity prices in the previous year before April 15 of each year, defines the electricity price classification and price increase standards and announces them to the public, and forwards Electroweb enterprises at the same time. Before the end of April every year, Electroweb enterprises issue payment notices to users according to the list of electrolytic aluminum enterprises, the price increase standards and the total tariff determined by the Provincial Development and Reform Commission, and collect the tariff in full and in time. The development and reform departments should actively work with and cooperate with the relevant departments to do a good job in the supervision and inspection of the strict implementation of the ladder electricity price policy in electrolytic aluminum enterprises and Electroweb enterprises to ensure that the policies are implemented in place.
Other differential electricity price policies currently implemented for the electrolytic aluminum industry and inconsistent with the national policy shall be suspended accordingly.
