SHANGHAI, Oct 27 (SMM) – In the first half of 2021, the air quality in Guangxi has dropped significantly year-on-year, and air pollution prevention and control must be severe. In order to ensure the completion of the annual binding indicators of environmental air quality issued by the central government, the action plan is formulated.

Implementation time: October 1, 2021 to March 31, 2022.

Goals:

1. In 2021, the ratio of the days with good air quality in Guangxi shall reach 94.6%, and the annual average concentration of fine particulate matter (PM2.5) shall stand at 31 micrograms/cubic meter. The ozone concentration shall generally remain stable, and there shall be no severely polluted weather.

2. From January to March 2022, the ratio of the days with good air quality in Guangxi shall increase year-on-year, the PM2.5 concentration shall decrease year-on-year, the open-air straw burning sites shall be significantly lower than the same period in 2021, and there shall be no severely polluted weather.

Key tasks:

To strictly ban the burning of straw, speed up the resolution of prominent problems in the treatment of VOCs, promote the ultra-low emission transformation of key industries, facilitate the in-depth treatment of industrial kilns, comprehensively carry out mobile source management and supervision, and strengthen the refined management and control of urban non-point sources.

The local manganese metal resources in Guangxi are rich. The monthly output of manganese metal in Guangxi in the second half of this year will stand between 12,000 and 14,000 mt, and the operating rate will remain stable at 35-40%, a sharp drop year-on-year. Since the third quarter of this year, the environmental protection inspections and the power rationing policies in Guangxi and other southern areas have led to the increased production reduction and suspension across the manganese plants. The operating rate and the supply of manganese metal are expected to stabilise in November.
