In order to further strengthen the safety management of new energy vehicles, speed up the construction of a systematic, scientific and standardized safety system of new energy vehicles, ensure the safety of citizens' lives and property, and promote the high-quality development of the new energy vehicle industry, according to the requirements of the document "New Energy vehicle Industry Development Plan (2021-2035)" (State Office issued (2020) No. 39), the following guiding opinions are put forward:

I. overall requirements

Adhere to Xi Jinping's thought of socialism with Chinese characteristics in the new era as a guide, thoroughly implement the spirit of the 19th CPC National Congress and the second, third, fourth and Fifth Plenary sessions of the 19th CPC Central Committee, fully, accurately and comprehensively implement the new concept of development, and coordinate development and safety. We should consolidate the main responsibility of enterprises, urge enterprises to establish and improve the safety system of new energy vehicles, and earnestly enhance the safety level of new energy vehicles. To help achieve the long-term goal of the new energy automobile industry in 2035.

II. Improve the safety management mechanism

(1) strengthening organizational support. The enterprise shall clearly define the department responsible for the safety management of new energy vehicles and the relevant responsible persons, which shall be responsible for promoting the construction of the safety system of new energy vehicles in the enterprise as a whole.

(2) improve the safety management system. The enterprise shall improve the safety management system covering all aspects of product R & D and design, manufacturing, operation monitoring, after-sales service, emergency response and accident handling, including the relevant management measures and implementation rules of the enterprise.

Third, ensure the quality and safety of products

(3) standardize product safety design. The enterprise shall formulate product safety design standards and continuously revise and improve them according to the safety problems exposed by the sold vehicles. The safety design code should be subdivided into whole vehicle level, system level and parts level, including but not limited to vehicle functional safety, power battery safety, use and control safety, charging safety, fire safety and fault early warning functions.

(4) strengthen supplier management. The enterprise shall put forward clear product safety index requirements for the suppliers of power batteries, drive motors and vehicle control systems (hereinafter referred to as "key parts"), and formulate a supplier capability audit and quality system evaluation system. Regularly carry out supplier evaluation and form reports. For the recall caused by product quality, the corresponding suppliers should be re-evaluated in a timely manner. Encourage key parts suppliers to open up necessary data agreements related to product safety, quality analysis, etc.

(5) strict production quality control. Enterprises should establish a complete production information management system, reasonably set up safety and quality monitoring nodes, and actively improve the ability of on-line detection. 100% of the vehicle insulation test, charge and discharge test, rain test and other items should be carried out when the product is offline, and the water-related sampling inspection and road test shall be carried out in accordance with the standard requirements, and the inspection certificate shall be issued, and the archiving period of the test data shall not be lower than the expected life cycle of the product.

(6) to improve the safety level of power batteries. Enterprises should actively carry out design coordination with power battery suppliers, continuously optimize the safety matching and thermal management strategies between vehicle and power battery, and clarify the safety boundary of power battery use. improve the safety protection capability of power batteries under the conditions of collision, vibration, extrusion, abnormal charge and discharge, etc. The application of real-time monitoring and early warning device for thermal runaway and early suppression and fire extinguishing measures are studied.

Fourth, give full play to the effectiveness of enterprise monitoring platform

(7) to carry out safe operation status monitoring. Enterprises should implement the main responsibility of safety monitoring, build or entrust a third party to establish an enterprise monitoring platform to monitor the operation status of sold new energy vehicles. The monitoring data should be uploaded in accordance with the Technical Specification for Electric vehicle remote Service and Management system (GB/T 32960) to ensure the timeliness, authenticity and validity of the uploaded data. The monitoring data shall be stored in China in accordance with the provisions of relevant laws and regulations, and if they need to be provided abroad, they shall pass the exit safety assessment of the data.

(8) to establish a mechanism for the investigation of vehicles with hidden dangers. The enterprise shall promptly track and confirm the safety status of off-line vehicles for a long time, and record the offline reasons; for vehicles parked in large areas, special investigation shall be carried out and proper handling shall be carried out; for models with batch safety problems, should be recalled immediately.

(9) strengthen the operation of data analysis and mining. Enterprises should strengthen the analysis and mining of vehicle operation data, continuously optimize the safety performance of products in different scenarios, and actively apply advanced safety early warning methods to continuously improve the ability of screening and early warning of hidden dangers of new energy vehicles.

Fifth, improve the ability of after-sales service

(10) strengthen the construction of after-sales service outlets. Enterprises shall rationally distribute after-sales service outlets and power battery recycling outlets according to market scale and usage scenarios. Improve the special testing tools and equipment for new energy vehicles in after-sales service outlets, reasonably supply and properly manage special spare parts, and enhance the safety service awareness of service personnel as well as the skills of new energy vehicle inspection, repair, maintenance, recall implementation and emergency handling, ensure that all service outlets have the necessary after-sales service capacity, safety protection and emergency handling capacity.

(11) optimize maintenance services. The enterprise shall refine the product maintenance items, provide the maintenance manual and inform the user to carry out the maintenance in a timely manner. Strengthen the quality inspection of key parts during maintenance, and carry out safety hidden danger sampling inspection combined with vehicle service life, driving mileage, fault alarm information, etc., so as to find the product safety hidden danger in time and deal with it properly. Similar products with the same quality defects should be recalled actively.

(12) to guide consumers to make rational use of vehicles. Enterprises shall provide driving operation manual to guide consumers to cultivate good habits of using and maintaining cars, and to guide consumers to properly deal with possible safety risks or accidents. Enterprises should establish and improve the customer file system to ensure timely and accurate determination of the scope of defective automobile products.

Sixth, make a good response to the accident.

(13) to provide emergency response services. Enterprises should establish and improve emergency disposal methods and plans for safety accidents, establish emergency response channels for 7 × 24 hours, and clearly inform consumers of emergency alarm methods to ensure timely and accurate reception of user alarm informations. and record and properly deal with, actively reduce accident losses.

(14) deepen the investigation and analysis of accidents. The enterprise shall establish and improve the accident investigation and analysis system, and in the event of safety accidents such as vehicle burning or suspected out of control, it shall actively cooperate with the relevant management departments to carry out accident investigation and conduct an in-depth study of the causes of the accident, and submit vehicle accident data and accident analysis reports in accordance with the relevant requirements.

(15) carry out problem analysis and improvement. For similar accidents that occur repeatedly on a single vehicle model or on the same product technology platform, enterprises should focus on management and control and carry out in-depth investigation and cause analysis. For vehicle accidents caused by design or systematic reasons, improvement measures should be taken to eliminate safety hidden dangers; for vehicle accidents caused by improper operation, a special training plan should be made and trained in sales, after-sales service and other links.

VII. Safeguard measures

(16) to establish a self-examination mechanism. The enterprise shall, in accordance with this guidance, actively establish and improve the safety system, improve the safety guarantee capability, and evaluate the operation of the enterprise monitoring platform (which can be self-evaluated or entrusted to obtain the qualification of the national product quality supervision and inspection center), and submit the evaluation report to the Ministry of Industry and Information Technology for the record before December 31 of each year.

(17) strengthen supervision and inspection. The Ministry of Industry and Information Technology will, in conjunction with relevant departments, establish a working mechanism to carry out regular supervision and inspection, and for enterprises that lack a safety system, have major safety accidents, or refuse to cooperate with the investigation of accidents, according to the nature and seriousness of the problem, take measures such as interviews, public notification, order to make corrections within a time limit, and suspend or cancel the catalogue of recommended models for the promotion and application of new energy vehicles, vehicle production enterprises and product announcements, and other measures.

(18) do a good job of coordination and cooperation. The relevant departments of various localities should actively carry out coordination and cooperation, in accordance with the relevant requirements such as the measures for the Administration of Road Motor vehicle production Enterprises and Product access, the regulations on the Administration of New Energy vehicle production Enterprises and Product access, and the regulations on the recall of defective Automobile products, cooperate with the supervision and inspection of the implementation of these opinions.

Specification for safety monitoring platform for new energy vehicles

As the main body of responsibility for vehicle safety, new energy vehicle manufacturing enterprises should establish and improve the safe operation monitoring platform of new energy vehicles, and monitor the safe operation status of all new energy vehicles produced and sold by the enterprise. The safe operation monitoring platform of new energy vehicles can be built by itself or rented a third-party platform, which should meet the following performance and functional specifications, and formulate and improve operation management standards.

I. platform performance specification

The safe operation monitoring platform of new energy vehicles should meet the following performance specifications.

(1) data access

The enterprise monitoring platform should meet the data access needs of all production and sales vehicles of the enterprise. All new energy vehicles produced and sold after January 1, 2017 should be connected to the monitoring platform in accordance with the Technical Specification for remote Service and Management system of Electric vehicles (GB/T 32960).

(2) data storage

A) the idle capacity of the platform should at least meet the storage needs in the next 6 months, and have capacity early warning mechanism and flexible capacity expansion capacity;

B) having the ability to store vehicle life cycle operation data;

C) meet the data security requirements and have the ability of data backup and data recovery.

(3) data calculation

A) it has the ability to analyze and calculate the data of the whole life cycle of the vehicle, and the response speed of real-time calculation is less than 10 minutes;

B) the computing power of the platform should meet the stable and efficient operation of the platform functions, and the system load should be less than 60%.

(4) data retrieval

A) the platform can query and retrieve quickly, the response time of visiting the platform page is less than 5 seconds, the average response time of complex statistical key data is less than 10 seconds, and the progressive display of a large amount of data (such as running area) is less than 1 minute.

B) it has the function of data retrieval and export, and the operating data export time of any 20 vehicles in any 3 months should be less than 1 hour.

(5) Stability and safety

A) the platform is highly stable, with an annual downtime of no more than 500 minutes.

B) the platform should have network security and data security protection capabilities, complete security access logging, early warning, audit functions and corresponding processing mechanisms.

II. Functional specifications of the platform

The safe operation monitoring platform of new energy vehicles should meet the following functional specifications.

(1) Real-time monitoring

A) vehicle operation data shall be in strict accordance with the Technical Specification for remote Service and Management Systems of Electric vehicles (GB/T 32960) and ensure the timeliness, validity and integrity of the uploaded data.

B) Monitoring vehicle operation data can be viewed in real time.

(2) data verification

A) have the functions of data validity, data cleaning and verification;

B) output vehicle life cycle data verification and assessment reports, including anomalies such as non-transmission, missing, interruption, etc.

(3) Fault alarm

A) the platform should reasonably set up three-level fault alarm function and automatic processing function;

B) the platform should have complete alarm information display, query and response functions;

C) the platform should have the function of statistical analysis of alarm data.

(4) Hidden danger investigation

A) the platform should have the function of investigating the vehicles with hidden dangers, and the functions of inquiry, statistics and export of vehicles with hidden dangers;

B) vehicles with safety risks include, but are not limited to, long-term offline vehicles (long-term offline vehicles refer to non-privately purchased or operated vehicles whose offline time is more than 60 days and private vehicles are offline for more than 90 days), large areas of parking vehicles, frequent alarm vehicles, etc.

(5) Safety early warning

A) the platform should have the ability to monitor big data's analysis and mining and provide safety early warning for running vehicles.

B) the platform should deal with the results of security early warning at different levels, and have a complete early warning response strategy and disposal function.

(6) vehicle files

A) the platform should have full life cycle vehicle file management, query and export functions;

B) vehicle files shall include, but are not limited to, production and sales records, system monitoring records, fault alarm records, early warning analysis results, product maintenance and accident handling, etc.

III. Specification for operation and management of the platform

The safe operation monitoring platform of new energy vehicles should meet the following operation management standards.

(1) organizational security of personnel

Including platform human resources support, organizational structure and division of responsibilities, as well as the role in the quality management system and after-sales service system.

(2) Operation management system

It includes monitoring work flow, 7 × 24-hour monitoring duty system, data safety management system, data backup system, platform regular inspection system, safety education and training system, analysis and summary of vehicle failure and operation, and system operation record and log filing system.

(3) Hidden danger investigation mechanism

It includes the system of vehicle operation safety inspection based on platform monitoring data and after-sales feedback information.

(4) Emergency response mechanism

Including emergency working group and related responsibilities, abnormal product monitoring status, emergency handling mechanism and emergency plan in the event of safety accidents.

(5) document management

The collection, arrangement, filing, safekeeping and utilization of documents and materials should set up fixed processing procedures and the post responsibility system of relevant personnel, and set a storage period.
