State Council: To Appropriately Increase the Proportion of NEVs by 2025

In the context of the global transition to new energy and China’s target of carbon peak and carbon neutrality, we may appropriately increase the proportion of NEVs to 20 – 30 % by 2025 and 50% by 2030.

SHANGHAI, Oct 12 (SMM) - Wang Jinzhao, head of the Department of Industrial Economics at the Development Research Centre of the State Council, pointed out at the Third Global Innovation Conference on New Energy and Intelligent Vehicle Supply Chains on October 11 that: “According to the plan, the proportion of new energy vehicles shall reach 20% by 2025. However, in the context of the global transition to new energy and China’s target of carbon peak and carbon neutrality, we may appropriately increase the proportion of NEVs to 20 – 30 % by 2025 and 50% by 2030.”

In January, national passenger car producers' new energy wholesale estimates reached 900,000 units, up 1% YoY.

According to the latest data from the Passenger Car Association, in December 2025, producers with new energy wholesale sales exceeding 10,000 units accounted for 93% of the total wholesale sales of passenger NEVs that month. Based on preliminary January data, these producers achieved sales of 830,000 units in January. Canada Announces New EV Strategy, to Collaborate with China
