The latest traffic planning for Guangzhou is coming! Nine new subway lines expose the big winner of Nansha Huangpu! A few days ago, the official website of Guangzhou Transportation Bureau released the 14th five-year Plan of Guangzhou Transportation, and the rail transit of Guangzhou's 14th five-year Plan also came out. The finalists of the "14th five-year Plan" planning a total of 9 new lines (segments), with a total mileage of 245.7km. On the whole, the "project package" announced this time has achieved a balance in the proportion of urban lines and suburban lines, getting rid of the imbalance in the proportion of urban and suburban lines in two consecutive phases of Guangzhou subway construction since the second phase.

The finalists of the "14th five-year Plan" planning a total of 9 new lines (segments), with a total mileage of 245.7km. On the whole, the "project package" announced this time has achieved a balance in the proportion of urban lines and suburban lines, getting rid of the imbalance in the proportion of urban and suburban lines in two consecutive phases of Guangzhou subway construction since the second phase.

Among these lines, the urban line includes the eastern extension of Line 10, the first phase of Line 19, and the first phase of Line 26, of which Line 19 and Line 26 are absolute heavyweight lines. As for the suburban line, there are also a number of long-awaited lines such as the eastern extension of Line 6, the first phase of Line 15 and the first phase of Line 16.

In addition, two urban express lines, the southern extension of Line 22 and the first phase of Line 37, have also been successfully selected this time. Their construction will further shorten the time and space distance between Jiaomen, Lao Luogang, knowledge City and Guangzhou, and will also expand the territory of Guangzhou Metro to the south of Dongguan City, and the "Dawan area on the track" will take another solid step.

In the distribution of the 11 districts of Guangzhou, the new line of the 14th five-year Plan has also achieved rain and dew as much as possible. What is the revenue of each district in terms of subway this time? What is the cause of this? Let's take a look at them one by one.

Tianhe District-the "big winner" succeeded in "checking and making up for leaks". As the two strongest coverage lines, the eastern extension section of Line 10 and Line 19 cover the four major subway holes in Cencun, Huijing New City, Guang Nan New City and Zhuji Qishan, greatly increasing the density of subway lines on the north side of Guangyuan Expressway in Tianhe District, so that the subway coverage of the whole region is no longer "disparity between the rich and the poor". In addition, Line 26 and Line 37 also pass through Tianhe District as "gifts". Although it does not improve the subway coverage in Tianhe District, Line 26 can greatly relieve the passenger pressure on Line 3 and improve the traffic service quality in CBD area. Line 37 can also quickly radiate the northeast area of Guangzhou. Therefore, the two lines will further enhance the centrality and primacy of Tianhe District in Guangzhou.

Yuexiu District-slightly "shabby". Only Line 26 passed by, but Line 26 can promote the old reform of Wuyang New City and benefit Yuexiu District. However, considering the small area of Yuexiu District and the early subway construction, after the completion of the lines under construction (Line 10, Line 11, Line 12, Line 13), Yuexiu District has basically achieved comprehensive subway coverage, and the demand for new lines is relatively not urgent. In the future planning, there will not be too many new subway lines passing through Yuexiu District.

Liwan District-suffered a "zero". Like Yuexiu District, the area of Liwan District is relatively small. After the completion of the lines under construction (Line 10, Line 11 and the rear section of Line 22), most of the area of Liwan District has been covered by subway; at the same time, there are many rail transit projects under construction in Liwan during the 14th five-year Plan period, and the Fangbai Intercity (the northern extension of Line 22) passing through the old city of Liwan is about to start construction, which will put some pressure on the traffic operation and municipal management in the area. Therefore, it seems understandable that the "14th five-year New Line" does not pass through the subway line in Liwan District.

Haizhu District-"the biggest winner in the city". The finalists of Line 19 and Line 26 are undoubtedly the greatest gospel of Haizhu District. Line 19 can bring the Jianghai Avenue with high population density and perennial lack of subway coverage into the subway coverage map, and at the same time provide better transportation services for the CBD in Pazhou West District, which will be fully put into use. Line 26 runs along the south corridor of Guangzhou Avenue, which can cover Pier he, Horticulture Field and Sheung Chung area, provide traffic guarantee for the development of Haizhu Bay area, and reduce the passenger flow pressure of Line 3 passenger village, Datang and Lek Shan stations to a certain extent. On the other hand, the eastern extension of the Guang-Fo Line will bring rail transportation services to the residents along Nanzhou Road who have been plagued by inconvenient traffic conditions for a long time.

Line 19 and Line 26, one left and one right, constitute two vertical lines across Haizhu District to escort Line 3. They will also work with Fosuipi Intercity (Line 28) to improve the subway network structure of Haizhu. It is slightly regrettable that the first phase of Line 19 came to an abrupt end in Longtan Village. If it can continue to extend southward and connect to the eastern extension of the Guangfo Line, the layout of the current phase of Haizhu District will be more perfect.

Baiyun District-- "single seedling" carries the banner. In this project list, the new line passing through Baiyun District has only Line 26. Although this is the only one, it is enough to make the people of the eastern part of Baiyun rejoice. For the first time, Line 26 covers a series of subway holes in Baiyun districts such as Shatainan, Nanhu Amusement Park, Dayuan South and Dayuanbei; at the same time, Line 26 is connected to Line 14 Taihe Station and Line 3 Tonghe Station, which will provide residents along Line 14 with the choice of reaching the city center all the way to the city center. At the same time, it can also greatly reduce the pressure of Jiahe Wanggang and Tonghe Station on Line 3.

If Baiyun District can finally harvest Line 26 in the "fourth Phase Planning", with the four lines revised in the third phase (North extension of Line 8 and Line 24) and inter-city (Guanghua Intercity and Fangbai Intercity, that is, the northern extension of Line 18 and Line 22), the preliminary coverage of the main areas of Baiyun District will be completed. In the future, the planned subway lines in Baiyun District will play a more important role in series encryption. Considering that Baiyun has a large number of lines to be built and under construction in the near future, Line 26 will be the icing on the cake if it is successfully approved.

Panyu District-- "single seedling" carries the banner. Like Baiyun District, the new large section of Panyu District has only Line 26 (only a small section of the southern extension of Line 22), but it is definitely worth looking forward to by Panyu residents. The Panyu section of Line 26 is southbound along Fushi Road and Shiguang Road, which can greatly encrypt the subway coverage of Luopu and Dashi, the two most populous streets in Panyu, and cover subway holes such as Daluo, Xiaoping, Shawan and so on. It can be predicted that Line 26 will effectively reduce the pressure of passenger flow in Panyu section of Line 3 in the future.

Nansha District-"the biggest winner in the city". The first phase of Line 15 and the southern extension of Line 22 are long-awaited subway lines in Nansha. As a loop across Pearl Bay in Nansha (the first phase is the northeast half ring, the parallel sections of Hengli-Wanqingsha and Line 18 will not be implemented for the time being), line 15 will connect the key development areas such as Jiaomen City, Nansha passenger Port and Lingshan Island Tip, Hengli Island and Nansha Station, which is of great significance to serve the mature area of the entry road. As a municipal express line, the southern extension of Line 22 can shorten the time and space distance between Jiaomen City and the urban area. at the same time, it will also cross Lingdingyang, Binhai Bay New area and Chang'an Town, extending to Dongguan, and build the first urban railway corridor across both sides of the Bay area. to further enhance the centrality of Nansha in the Dawan area and promote the integrated development of the Dawan area.

Huangpu District-- like to mention the new line of "Wang Fang", becoming the second biggest winner in the city. Line 37 is an absolutely important new line in Huangpu District. Starting from Guangzhou East Railway Station, Line 37 quickly connects the three key development areas of Huangpu, namely, Huangpu Station, Luogang District, and knowledge City. It is the north-south axis of Huangpu District, which can be called "Lianzhu Jade." while Line 6 will continue eastward from Xiangxue to cover the Yunpu area. In addition, as a "gift" to the Huangpu District, Line 19 will also be connected to the Huangpu Station to expand the radiation range of the new high-speed railway station and inject more vitality into the development of the surrounding area.

Zengcheng District-winner. Line 16, which has attracted a lot of attention, has finally entered the game. It is speculated that the Licheng section of Line 16 can take the lead in joining the bureau, mainly because it can be used as a supporting transportation for the Zengcheng (south) station of the Guangzhou-Shantou high-speed railway and should be put into use as soon as possible.

Huadu District-"hanging zero", the biggest loser in the city. The new line was planned during the 14th five-year Plan, but no new line was shortlisted in Huadu District. The western extension of Line 9 is replaced by the eastern extension of Line 10 (you can see from the typos that the words "west" and "Fei" in the document have not changed). As a populous area, Huadu likes to mention zero eggs. We can see that Huadu's political status is still a little lower than that of Nansha in Huangpu. The western extension section of Line 9, which was originally planned, has been temporarily replaced by Line 10. It can be said that Huadu has become the biggest loser in the city.

From the transformation area-- "hang zero". In planning the new line in the 14th five-year Plan, there are no new lines in the Conghua area, considering that the population and economic volume of the Conghua area are not enough to support many subway lines, and that Line 14, which is already in operation, can basically meet the current demand; in the future, Line 37 will be extended north to Chicao, Dongfeng and Liangkou in the Conghua area, but at present, the construction necessity of this section is relatively low, and the "fourth phase planning" is too early.

Guangzhou will comprehensively upgrade the energy level of the integrated portal hub.

(1) to build a high-level, perfect and radiant global international aviation hub to comprehensively enhance the international competitiveness of Baiyun Airport's international aviation hub and promote the complementary and coordinated development of regional airport groups, to build a world-class airport group in the Dawan area with Baiyun International Airport as the core.

-- speeding up the layout and construction of infrastructure of aviation hubs and upgrading the energy levels of aviation hubs.

(1) to speed up the expansion project of the third phase of Guangzhou Baiyun International Airport and complete the construction of the east and west fourth finger corridors, the fourth and fifth runways, the third terminal and the integrated transportation center of Terminal 2 of Guangzhou Baiyun International Airport. By 2025, a first-class portal hub airport with five runways and three terminals will be built, and the capacity of Baiyun International Airport to swallow more than 100 million passengers will be realized.

(2) plan to promote the construction of the Pearl River Delta hub (Guangzhou new) airport, build a multi-airport system with Baiyun International Airport as the core, and lead the development of world-class airports in the Greater Bay area.

(3) to plan and build general airports such as Nansha, Huangpu and Conghua according to the needs of urban emergency and tourism, so as to enhance the capacity of general aviation services.

-- improve the collection and distribution system of the airport and build a multi-level and integrated transportation network. Promote the airport 30 minutes to the central city, 1 hour to the Pearl River Delta cities, 3 hours to connect the Pan-Pearl River Delta cities.

(1) it is planned to introduce high-speed railway, inter-city railway and urban rail to form an efficient and convenient multi-level air-rail intermodal transport system. Set up Baiyun Airport high-speed railway station in Terminal T3, introduce Guangzhou-Zhuhai (Macao) high-speed railway and Guanghe high-speed railway on the main line, and build a "cross" external high-speed railway channel that radiates north-south and connects east-west.

(2) Terminal T1, T2 and T3 respectively set up stations to introduce Guangzhou-Shenzhen Intercity (Xintang from Baiyun Airport to Guangzhou North Station) and Guangfo Ring Line (Guangzhou South Station to Baiyun International Airport) into Baiyun Airport in series.

(3) the new plan will introduce the intercity between Fangcun and Baiyun Airport to further improve the fast track between Baiyun Airport and the central city of Guangzhou.

(4) around Baiyun Airport, construct a road network with reasonable structure and close connection, with the "well" shaped highway as the backbone and the ordinary road as the support.

(5) improve the layout of the internal traffic facilities of the airport, further optimize the traffic organization, and realize the convenient connection between the land side and the air side as well as between the terminals.

-- actively expand routes and build a fast and accessible route network. Optimize the air network, vigorously open up domestic and international routes, expand medium and long-range international flights to Europe, America, Australia, Africa and South America, and build an efficient and smooth global route network. Support base airlines to speed up fleet expansion and structural optimization, attract domestic and foreign airlines to develop in Guangzhou, encrypt the route network of Baiyun International Airport, and enhance the international competitiveness of Baiyun Airport in an all-round way.

Improve the airspace conditions of Baiyun International Airport and strive for airspace resources to enhance transport capacity. Carry out the research on the optimization of airspace resources, and strive for the overall optimization of the air route structure of the Pearl River Delta and the airspace structure of the Guangzhou terminal. We will accelerate the release of military traffic restrictions in the airspace of Baiyun International Airport, complete the functional adjustment of the Air Force Cencun Airport, and release the existing military aviation airspace restrictions of Baiyun International Airport. We will speed up the completion of the air traffic control project of the Baiyun International Airport expansion project, actively promote the application of new navigation technologies, and improve the efficiency of airspace use.

(2) the international shipping hub with high-level enhancement of the concentration of high-end resources will comprehensively enhance the function of integrated international shipping services, so as to promote the development of Guangzhou Port from an international port to a strong port in the world. Optimize the port layout, enhance the professional, large-scale and intelligent level of Guangzhou Port, and become an important gateway for Guangdong-Hong Kong-Macau Greater Bay Area to serve the Pan-Pearl River Delta region and the national "Belt and Road Initiative" international shipping hub.

Optimize the layout of the port structure and promote the transformation and upgrading of the port.

The main contents are as follows: (1) to construct a port development pattern with Nansha Port area as the core, Huangpu Port area and Xinsha Port area as the auxiliary, inner port area and inland river port area as the supplement, reasonable division of labor and distinct functions.

(2) to study and speed up the planning adjustment of the Nansha Port area and the Huangpu Port area, promote the transformation and upgrading of the old port operation areas of the Inner Port area and the Huangpu Port area in an orderly manner, gradually rebuild a number of passenger, yacht and cruise marinas, study and plan water buses, and develop the water leisure tourism industry.

(3) to build professional deepwater berths in Nansha Port area and the southern dock area of Xinsha Port area, ensure that the port infrastructure adapts to the trend of large-scale development of transport ships, and guide the gathering of freight functions to Nansha Port area, Xinsha Port area and Huangpu New Port.

-- speeding up the construction of port and shipping facilities and improving the comprehensive carrying capacity of ports.

(1) to speed up the implementation of the Phase IV project of Nansha Port area, the offshore wharf project of Nansha Port area, the expansion project of grain and general-purpose wharf in Nansha Port area, and the construction of general berth No. 11mur12 in Xinsha Port area. Speed up the preliminary work of Guangzhou LNG Emergency Peak shaving Station supporting LNG Terminal Project and Huangpu International Cruise Terminal Project.

(2) to promote the preliminary work such as land use and reclamation for the fifth phase of the Nansha Port area and the international general wharf project in the Nansha Port area.

(3) to promote the construction of barge berths for river-sea intermodal transport in Nansha Port area, and to promote the construction of inland river terminals in Huadu Port, Liuxi River, Wanqingsha and other operation areas.

(4) to improve the adaptability of the public waterway and Anchorage, and start the construction of the public waterway around Dahudao and the expansion project of Guishan Anchorage. Start the preliminary work such as the 200,000-ton waterway project of Guangzhou Port.

-- improve the port collection and distribution system and open up the whole process of multimodal transport.

(1) vigorously promote the construction of sea-rail intermodal transport system, promote the construction of Nansha port railway and supporting stations, and solve the problems of coordinated operation, information sharing and port-station connection between Nansha container terminals, grain and general terminals and Nansha port stations; study the supporting policy of sea-rail intermodal transport to enhance the competitiveness of Nansha port area sea-rail intermodal transport market.

(2) improve the layout of the river-sea intermodal transport network and strengthen the container barge transport services in the Pearl River Delta, Xijiang River and Beijiang River.

(3) optimize the highway collection and distribution system, optimize the road network of dredging ports, and speed up the construction of a fast channel connecting Nansha Port area with the surrounding areas.

(4) optimize the inland port system and optimize and enhance the inland port function of key cargo source cities along the railway and highway connecting Guangzhou.

Expand cooperation between Hong Kong and domestic and develop cruise tourism.

(1) improve the international port cooperation and exchange mechanism, continue to establish international friendly ports, strengthen cooperation with international organizations such as the International Port Association, and consolidate Guangzhou Port's position as an international container transport hub from Africa, Southeast Asia and the Mediterranean.

(2) deepen Guangdong-Hong Kong-Macau Greater Bay Area's cooperation between ports and shipping, actively explore the joint construction of large-scale deep-water port areas with Zhuhai and Zhongshan, and strengthen win-win cooperation with Shenzhen in port logistics and shipping services. Deepen cooperation with Hong Kong in shipping information, shipping finance, shipping talent training and other areas.

(3) strengthen the integration and cooperation of regional port group resources, link the Pearl River-Xijiang River inland ports to form a port group development pattern of "one leader, two wings and multi-support", and expand barge transport services such as Dongjiang, Xijiang, Beibu Gulf and Hainan, to promote the coordinated development of port groups in the Bay area.

(4) relying on the vigorous development trend of the domestic tourism market, making full use of the resource advantages and conditions of Guangzhou Port, continue to deeply develop the "Pearl River Tour", vigorously develop cruise tourism and passenger transport in Hong Kong and Macao, and develop the port economy of aquatic leisure industry.

(3) to build a high-level world-class railway hub extending in all directions to comprehensively strengthen Guangzhou's position in the national railway network, implement the project to upgrade the energy level of the railway hub, open international channels, and build a world-class railway hub connecting the whole country and radiating Southeast Asia, connecting Eurasia and Guangdong-Hong Kong-Macau Greater Bay Area Railway Center.

-- unblocked "extending in all directions" high-speed rail channels. We will promote the formation of a pattern of 10 outbound channels to connect directly to the Greater Bay area in one hour, to communicate within the province in two hours, to reach the Pan-Pearl River Delta in three hours, and to connect the Yangtze River Delta and the Chengdu-Chongqing economic circle in five hours.

(1) northward expansion, promote the construction of Guangzhou-Qingyong high-speed railway and Guiyang-Guangzhou high-speed rail link, promote the Guiyang-Guangzhou high-speed rail upgrading project, and expand the capacity of Guangdong-Hong Kong-Macau Greater Bay Area northbound passage;

(2) connecting from east to west, speed up the construction of Guangzhou-Shantou high-speed railway, Guangzhan high-speed railway and Shenjiang railway, study and promote the construction of Guanghe high-speed railway, and support the province to build a new pattern of "one nuclear area and one district";

(3) southbound integration, promote the construction of Guangzhou-Zhuhai (Macao) high-speed rail, plan a new Guangzhou-Shenzhen high-speed rail link, cooperate with national research to promote the layout of high-speed maglev channels and the construction of experimental lines between mega-cities, strengthen the linkage between Guangzhou and Shenzhen, and enhance the level of interconnection with the east and west poles of the Dawan area.

(4) accelerate the construction of Guangzhou-Guangzhou South Link Line, Guangzhou East-Xintang 56 Line, Guangzhou-Guangzhou East 34 Line, etc., introduce high-speed rail into the central area, enhance the capacity of railway channels in the central area, and strengthen the interconnection of regional hubs.

We will speed up the construction of a passenger hub pattern of "multi-station layout, multi-point arrival and departure, internal and external passenger transport, and interconnection".

(1) build Baiyun Station and upgrade Guangzhou Station and Guangzhou East Station, build a "three stations in one" closely linked central urban combination hub, and improve the overall service capacity of the central railway hub.

(2) build new Yuzhu Station, Zengcheng Station and Baiyun Airport Station, expand Guangzhou North Station as an important hub passenger station in the north, and strengthen hub service support to key areas. (3) study to enhance the status of Nansha railway hub and promote the construction of a regional integrated transportation center in Nansha.

-- expanding international railway trains and strengthening the level of international connectivity. Jointly study and introduce policies and measures for China-EU train development planning and promoting international train development. Create boutique train routes to enhance the influence of ASEAN-Guangdong-Europe international intermodal transport channel. We will build a cooperative innovation network around the "Belt and Road Initiative" plan, further improve the construction of the international railway transport network and the organization of cargo sources, and enhance the status of China-EU trains in promoting international and domestic double circulation. to provide a safer and smoother logistics network for the global industrial chain and supply chain.

-- strengthen the integrated development of stations and cities and promote the integrated planning and construction of hubs. Promote the integrated development of "hub + community + industry", promote the comprehensive utilization around Guangzhou East Railway Station and Guangzhou Railway Station with high standards, and promote the upgrading of comprehensive traffic and urban functions around Guangzhou South Railway Station based on the principle of "west traffic and east commerce". We will speed up the construction of integrated transport hub projects such as Baiyun Station, Xintang Station and Financial City Station, improve the integrated planning, construction, design, operation and management mechanism of the hub, and enhance the efficiency of economic development of the hub.
