Effectively support the development of the industry

Li Xinchuang said that during the 13th five-year Plan period, the industry already had standards to support and lead the high-quality development of China's iron and steel industry in terms of resolving overcapacity and promoting the upgrading of products and services.

During the 13th five-year Plan period, the former AQSIQ took the lead in implementing the "Standard support Project for eliminating excess capacity" and "100 Energy efficiency Standards Promotion Project" and issued more than 300 related standards. it has effectively supported the elimination of excess capacity and the withdrawal of high energy-consuming backward equipment in key industries such as iron and steel, cement and electrolytic aluminum.

The local government also issued relevant documents, "the formulation of local standards has supported the implementation of various work to resolve steel excess capacity, pointing out the direction for the transformation, upgrading and high-quality development of the regional iron and steel industry." Li Xinchuang said.

With regard to iron and steel products and services, the implementation opinions on promoting the quality improvement of Manufacturing products and Services make it clear that standards should play a supporting and leading role in improving the quality of the industry, and improve the coordination and compatibility of upstream and downstream industrial standards. enterprises and social organizations are encouraged to formulate standards that meet multi-level market and innovation needs, and support innovative, advanced and international demonstration of the application of group standards.

Li Xinchuang said that during the 13th five-year Plan period, the iron and steel industry strengthened the effective supply of advanced group standards, upgraded the technical level of existing standards, and effectively promoted product restructuring and quality upgrading. Among them, group marks such as "ultra-thin precision stainless steel strip for flexible display screen" and "spray forming high-speed tool steel" have been selected into the "100 Group Standard Application demonstration Project" of the Ministry of Industry and Information Technology, which has effectively promoted the improvement of the quality of iron and steel products and the transformation of scientific and technological achievements.

Speed up the pace of standard upgrade

Data show that China's crude steel output accounts for more than half of the world's crude steel output, and its carbon emissions account for more than 60% of the world's total steel carbon emissions and about 15% of the country's total carbon emissions.

Zhang Xiaogang, former chairman of the International Organization for Standardization and chairman of the Star Flash Alliance, said that the high-quality development of China's iron and steel industry should focus on solving the basic problems of industrial technology on the one hand and industrial quality and technology on the other. "from the perspective of specific solutions, one is to use standards + inspection and testing combined with digital technology to achieve product quality equalization, so as to achieve mutual data recognition; the other is to use standards + inspection + certification to realize the systematization of product quality assurance."

Li Xinchuang revealed that at present, the iron and steel industry has specially set up a low-carbon work promotion committee, and the Metallurgical Industry Planning and Research Institute is supporting the study of the steel industry carbon peak implementation plan and the iron and steel industry low-carbon standard system construction plan.

Li Xinchuang believes that the iron and steel industry should actively carry out standardization work in three aspects during the 14th five-year Plan period. The first is to study and construct the standard system of high-quality development, green development and low-carbon development of the iron and steel industry, and gradually and orderly carry out the revision of the standard system in accordance with the requirements of the system framework, and the second is to enhance the competitiveness of the iron and steel industry. strengthen the development of key technical standards to meet the needs of flexible production and personalized customization, based on improving the quality of products and services, and create more high-quality supply in the pursuit of high standards; The third is to promote green and low-carbon development, strengthen the formulation and implementation of standards such as energy conservation, material conservation, water conservation and emission reduction, speed up the upgrading of standards, and better promote the construction of ecological civilization through stricter, higher and faster standards.
