Last year, during the peak winter, the power restriction in Hunan was impressive, and now it is also limited. Why is Hunan power so tight? According to a survey conducted by the Financial Associated Press, Hunan has ushered in the "hottest September" this year, with a sharp increase in residential electricity demand, exuberant production by superimposed enterprises, insufficient endowments of power resources, and other reasons leading to the current power shortage. In the case of a "double limit" emergency in many provinces across the country, it has also increased the difficulty of external mining of Hunan Electric Power.

Enterprises have a holiday ahead of time

On September 27, the owner of a powder store next to the Core City Science Park in Changsha High-tech Zone found that there were many fewer customers in the morning. Upon inquiry, the power outage in the park began at 11:00 yesterday morning, and some companies have already taken the National Day holiday ahead of schedule.

Core City Science and Technology Park is a professional park of mobile Internet industry in Hunan Province, which brings together a large number of mobile Internet enterprises. The head of an enterprise headquartered in Shenzhen confirmed to the Financial Associated Press on September 27 that the Changsha office in the company's Core City Science and Technology Park suffered a power outage at 11:00 yesterday, and was informed that until September 30, the park could only provide electricity for security, such as fire control, and had to have a holiday.

"We have about 200 employees in Changsha, so we can only have a holiday when there is no electricity. Now have an early holiday and then take a break on National Day? That may be the idea of other companies in the park. It won't work here. Because our factories in Shenzhen and Dongguan, including our customers and suppliers, have a holiday on National Day, it is meaningless to work in our Changsha office. Besides, the employees are not happy, so they have no choice but to have a holiday. Plus the National Day holiday, it is tantamount to taking more than ten days off. "

The person in charge frankly, this is a lot of pressure on enterprises, "and now the key is whether the power cuts will continue after the National Day." It is hoped that the relevant departments can tell the real reasons for power cuts and follow-up plans, so as to facilitate enterprises to make corresponding arrangements.

Employees of 300740.SZ, a listed company in the Xincheng Science and Technology Park, said the company did not have a holiday, but the power for elevators and air conditioners in the office building was cut off, and only basic computers and other office electricity were guaranteed.

The park enterprises that stay to work also have to face some unexpected situations. The feedback seen by a reporter of the Financial Associated Press from the enterprise power dispatching group of Changsha High-tech Zone shows that due to the power outage affecting the work of sewerage equipment in the first phase of the core city, sewage is "flooding Jinshan" on the negative first floor.

In a software park next to the Core City Science and Technology Park, some owners reported that the use of security electricity was affected, and the power consumption of fire control, monitoring and security systems was in a state of paralysis.

The property of Hunan Haifeng Medical device Industrial Park also informed all enterprises in the park on September 26, "from now on to September 30, all parks in the high-tech zone will only retain electricity for security and fire control." Therefore, Haiyi Park will no longer supply power to all building enterprises from now on to September 30, 2021. "

In addition, a number of small and medium-sized business owners in the Jinrong Tongxin International Industrial Park and the Wangcheng Economic Development area in the Xiangjiang New area all told reporters of the Financial Associated Press that they had suffered a power outage, and some had already taken a holiday in advance, while others bought generators to generate electricity for emergencies.

It is not only Changsha High-tech Zone that feels the power shortage. Changsha Economic Development Zone, where Sany heavy Industry is located, is another important town of Changsha's economic development. A relevant person in charge of a manufacturing enterprise mainly engaged in coal quality detectors in the Economic Development District reflected to the Financial Associated Press that the shortage of electricity had been felt a week before the Mid-Autumn Festival.

"the electricity consumption index given by the national network is getting less and less, and now it is only enough to supply canteens and dormitories, and production is completely impossible." Because the products produced by this enterprise are thermal power plants and coal mines in urgent need of equipment, "thermal power plants and coal mines are waiting for our equipment to be put into operation, and we cannot deliver the goods because of power cuts and outages." the responsible person said that in order to ensure production, the company has bought its own generators to generate electricity.

Power cuts are not only in Changsha, a number of Yueyang, Loudi enterprises also said that suffered power cuts, normal production has been affected. Loudi building materials production enterprises reported that the factory has stopped production for five days since September 23, and the current guaranteed electricity is only 10% of the normal state, which is only enough to maintain the safety of equipment. It is also understood that Hunan Conch cement, which is also located in Loudi, has also stopped production, and its electric power index is only enough to "protect the kiln."

"hottest" September electricity shortfall by 30%

Hunan electricity is so tight that it has a lot to do with the weather. Since September, the hot weather in Hunan has been frequent. According to the monitoring information of Hunan Meteorological Bureau, as of September 26, the average temperature in the province was 28.2 ℃, 4.1 ℃ higher than that of the same period of the normal year, and the highest in the same period since 1961. The average number of high temperature days in the province reached 12.8 days, 10.9 days more than the same period of normal years, ranking first in the history of the same period since 1961.

According to a person from Hunan electric power system, Hunan has cold winters and extremely hot summers, and the demand for electricity for daily use and tertiary services is particularly high, which increases the peak value of electricity consumption and magnifies the impact of weather factors on power load.

Some media have reported that in 2019, the electricity consumption of Hunan residents accounted for nearly 30 percent of the electricity consumption of the whole society, ranking first in the national network operation area, and the total electricity consumption of the three industries and residents accounted for 46.1 percent, much higher than the national average of 30.6 percent. In the past two years, the load ratio of summer air conditioning and winter heating in Changsha can reach about 50% during the peak period. "

Obviously, the record high temperature this year has aggravated the peak load of air-conditioning use. In addition, the lack of power resource endowment in Hunan is also one of the major reasons for power shortage.

According to the statistics of Hunan National Network, by the end of 2019, the installed scale of clean energy in Hunan Province was 25.94 million kilowatts, accounting for 54.8 percent of the province's total installed power generation capacity, of which hydropower installed 17.44 million kilowatts, and the scale of new energy reached 8.5 million kilowatts. In Hunan, 5.1kWh of electricity comes from clean energy, which ranks fourth in the country.

The installed capacity of hydropower accounts for more than 30% of the total installed power of Hunan province; the output of wind power and photovoltaic power generation is unstable, so it is impossible to cope with the peak load.

After experiencing sunny, hot and high temperature for nearly a month, the sharp drop of water level in Hunan reservoir affects its hydropower generation capacity.

In terms of thermal power, the local coal production capacity in Hunan was basically shut down after the regulation and rectification of small coal mines a few years ago, with 6000-70 million tons of coal purchased annually. However, due to the high price of thermal coal in Hunan, low utilization hours of coal power (cheap hydropower has more sales advantage in high water season) and other factors, the local willingness to invest in coal power is low, and there are almost no new large-scale coal-fired power units in recent years. And affected by the increased awareness of environmental protection, local people are also repulsive to the settlement of thermal power projects.

On the other hand, Hunan's economy has grown rapidly in recent years, and its regional GDP has remained among the top 10 in the country in recent years. Changsha has also entered the list of cities with a population of 10 million, and the demand for electricity is constantly growing. on the other hand, the power supply capacity, especially the peak power supply capacity, has not increased in proportion.

Statistics show that during the 13th five-year Plan period, the power load in Changsha-Zhuzhou-Xiangtan area grew at an average annual rate of more than 10%, but the installed capacity of power supply remained almost unchanged.

The State Grid Hunan Electric Power Company issued a safety orange warning on September 22nd, saying that due to the sharp decline in thermal power coal stocks and reservoir water level, the current power supply capacity has dropped to 26 million kilowatts, while the power load has been maintained at 2900-32 million kilowatts for a long time. There is a power supply gap of 6 million kilowatts. If no decisive measures are taken, Electroweb's power supply capacity will rapidly drop to 20 million kilowatts within a week, and the power supply gap will reach more than 10 million kilowatts.

Therefore, Hunan Electric Power of the national network requires that the power load of the whole province should be controlled below 26 million kilowatts to ensure the safe operation and reliable supply of Electroweb.

However, some people in Hunan power system said that compared with the "double control" pressure in some parts of the country, Hunan is still in a green zone, and the current tight power supply is more due to the continuous high temperature of the weather. If the temperature falls back and the rainfall increases, the shortage of power supply is expected to ease.

The good news is that the Hunan Meteorological Bureau predicts that the "hottest September" will be alleviated at the end of the month. It is expected that Rain Water will disturb the north of central Hunan and the south of central Hunan tomorrow, and the high temperature will gradually ease.

Of course, Hunan did not fully rely on the weather to "help." Senior executives of Hunan Electric Power of the State Grid recently went to Gansu for research, hoping that Gansu will do a good job in this year's Hunan Yingfeng winter protection power supply through Qishao DC.

Xie Jianhui, executive vice governor of Hunan Province, demanded at a video conference on power supply protection held on September 25 that we should do a good job in ensuring power supply, strengthen the dispatching of power and coal, ensure the stable generation of thermal power, coordinate the peak power of scenery and water resources, and fully purchase electricity, so as to achieve the protection of people's livelihood, safety and key points.
